This position is part of the Pacific Islands Fish and Wildlife Office. As a Supv Fish and Wildlife Biologist, the work requires the employee to be self-reliant, imaginative, and to demonstrate sound professional judgment in the selection and initiation of investigations of federally sanctioned activities that could affect important fish and wildlife resources of Federal interest. Similarly, the employee also must apply these same skills in delivery of the Service's Endangered Species, Federal Activities, Partners for Fish & Wildlife, and Environmental Contaminants initiatives. Assignments involve the consideration and selection of alternative approaches to problem solving, adaptation and synthesis of existing standards, and selection of the most appropriate techniques required to accomplish Service objectives. You will be responsible for supervising, motivating, planning, organizing and directing the work of others in accomplishing the mission work.
Cost-of-Living Allowance (COLA) of 13.01% of basic salary is authorized
Post Differential 11.99% is authorized for this position for any employee that has maintained his or her actual place(s) of residence outside the post differential area for one (1) year.
Home Leave is authorized for this position for those currently not residing in Guam. You must complete 24 continuous months in a foreign location to be eligible to use home leave.
Challenges of working at this duty station include remoteness, date and time differences (20 hours ahead of Hawaii), year round tropical humid weather, cost of living in a remote location, earthquake, tsunami, and typhoon prone location. The employee will be exposed to tropical hot and humid temperatures, rough terrain, and moderately strenuous exercise when conducting field work. Associated challenges such as a period of lack of water and power during and after storm events.
As a Supv Fish and Wildlife Biologist, you will be responsible for:
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, and/or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions;hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training; finds ways to improve the quality of the work directed; and develops performance standards.
Plans, investigates, conducts, and reviews on-site ecological investigations on a wide variety of the most complex and diverse Federal land and water resource development proposals to determine their effects on fish and wildlife resources, with special emphasis on rare, candidate, proposed, federally listed threatened and endangered species habitat, riparian habitat, wetland ecology and management, and other habitats of concern in the affected area.
Participates in diverse, complex, and multi-disciplinary planning efforts with public and private groups and state, local, and Federal agencies to achieve Service policies, objectives, and goals.
Prepares objective and complete written reports and other documents and delivers oral presentations to Service, other agency and organization professional, and public groups based on investigations conducted, analyzing present and future impacts of various complex project alternatives on fish and wildlife resources and economic/recreational uses thereof.
Reviews existing, new, and proposed regulations, legislation, and statutes pertaining to fish and wildlife resources. Recommends appropriate procedures for implementing provisions of these mandates and establishes key contacts with other agencies, organizations, and individuals.

Qualifications
There is a basic requirement for the 0401 job series. To meet this requirement, you must possess one of the following: A. I have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
B. I have a combination of education and experience--courses equivalent to a major, as shown in "A" above, plus appropriate experience or additional education. To combine education and experience, first take the number of semester hours (or equivalent) earned towards your degree and divide by 120 semester hours (or equivalent). To determine the percentage of qualifying experience, divide the total number of months of acceptable specialized experience by 12 months. Add your percentages of education and experience together. The two percentages must total at least 100%.
In addition to the basic requirement for the 0401 job series, you must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal government performing all of the following: 1) manage/lead staff of biological/natural resource professionals; 2) evaluate species habitat conservation plans and develop collaborative solutions for resource management problems; 3) write scientific papers and technical reports; and 4) mentor lower-level employees on endangered species listing, recovery, or consultation; and species habitat conservation. This experience must be clearly reflected in your resume.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Professional knowledge of the latest theories, principles, and methodologies of fish and wildlife biology and ecology, their application, and general knowledge of a wide range of related disciplines.
Working knowledge of statutes, regulations, and policies related to water and land resources development proposals, especially those pertinent to the Fish and Wildlife Coordination Act, National Environmental Policy Act, Clean Water Act, and Endangered Species Act.
Skill in negotiating, and diplomacy in coordinating activities with other agencies and organizations so that significant fish and wildlife resources are protected and unavoidable losses are compensated for.
Skill in oral and written communication to originate investigations and studies to carry them out, analyze data and present analyses together with recommendations in a form requiring a minimum of review and editing.
Ability to supervise, motivate, organize and· direct the work of others in accomplishing the mission work.
Ability to work cooperatively and diplomatically with private landowners, personnel of other agencies, other Service personnel, and private organizations, sufficient to encourage implementation of planned projects.
