The Associate Chief Counsel (Finance & Management) (F&M) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country.
The Management Analyst is responsible for performing a variety of analytical and advisory functions, accomplishing major analytical studies and projects relating to substantive, mission-oriented programs of the Office of Chief Counsel, including developing constructive recommendations to solve significant space and administrative problems affecting Chief Counsel employees and developing operational spending projections to support the FM Front Office and the Chief Counsel’s immediate office.

Rating: Your application will be evaluated in the following areas: 1) Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software to post documents and prepare complex reports and documents including spreadsheets and graphs; 2) Ability to gather and correlate information from a variety of sources to analyze and extrapolate data results to diverse situations, and to formulate conclusions and recommendations which adequately address both the immediate and long range needs of the organization; 3)Knowledge of management and organizational principles to improve management processes and systems; 4) Knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies of broad scope; 5) Skill in oral and written communication techniques and methods sufficient to present papers, guidelines and reports, to organize and deliver briefings to managers to influence understanding and acceptance of findings and recommendations; and 6) Knowledge of policies and objectives of FM, its operating programs and procedures including the organizational components it services in the National and Field Offices.
