You will: Implement Title V, FARR and the NSR permitting program of the Clean Air Act which includes application completeness determinations, regulation applicability, permit drafting, term negotiations and administrative processing.
Attend public hearings on proposed permit actions & respond to public comments and FOIA requests.
Serve as an expert consultant who furnishes policy & technical advice to internal and external parties to solve air quality problems, provide oversight to State, and local air permitting programs to ensure compliance with all Federal requirements.
Interpret and track status, regulations and agency policy and guidance for a variety of stationary source Clean Air Act programs such as New Source Performance Standards (NSPS), National Emissions Standards for Hazardous Air Pollutants (NESHAP), Title V Permitting, Federal Air Rules for Reservations (FARR), etc.
Use source data and environmental science to identify major drivers of air health risk in communities and industrial source processes and air pollution control to review, analyze & process formal and informal requests for rule interpretation and alternative testing methods.
Track National rules and policies to ensure appropriate and consistent actions in implementing air toxic and permitting programs.
Provide senior-level staff leadership for special assignments or as a leader for project teams which includes resolving conflict between EPA and its partners; solving complex organizational issues, or serving as an advisor to other staff, managers or teams.
This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.
