programs for DoD dependents. DoDEA consists of three regions, DoDEA
Americas, DoDEA Europe, and DoDEA Pacific and a total of eight school districts
located overseas and in the U.S. and its territories. DoDEA provides
education to eligible DoD military and civilian dependents from
pre-kindergarten through grade 12.

As a Contract Specialist, you will be responsible for the following duties:
· Act with the full force and authority of the GPC Component Program Manager (CPM) (GS-1102-14) whenever the CPM is absent from the office or in periods of excessive workload
· Provide expertise and interpretive guidance and manage the provision of expertise and interpretive guidance within the branch for the operation of all GCPC specific eBusiness systems prescribed by the FAR, DFARS, and all ancillary procurement policies and regulations.
· Serve as the acting supervisor in periods of the CPMs absence, performing a limited range of supervisory duties during these periods
· Act as the policy expert and the level IV A/OPC for the operation of the DoDEA GCPC program within the DoDEA headquarters operations
· Assists the DoDEA Freedom of Information (FOIA) Coordinator; Privacy Act Coordinator; and the ethics advisor in coordinating procurement related FOIA requests; Privacy Act data-calls; and processing of the annual ethics forms and manages the performance of this within the branch
· Maintains the original files of any DoDEA procurement specific GCPC program documents such as DPAP granted deviations, DPAP granted authorities or redelegations, audits, etc
· Other duties as assigned

This position requires Acquisition Workforce Level III certification in Contracting. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

This position has a Basic Requirement for the 1102 series:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's
degree, that included or was supplemented by at least 24 semester hours in any
combination of the following fields: accounting, business, finance, law,
contracts, purchasing, economics, industrial management, marketing, quantitative
methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met
the standard for positions they occupy on January 1, 2000. This also applies to
positions at the same grade in the same agency or other agencies if the
specialized experience requirements are met. However, they will have to meet
the basic requirements and specialized experience requirements in order to
qualify for promotion to a higher grade.
