Performs financial management duties for assigned activities by designing, establishing and maintaining the administration of an integrated financial management system. Reviews and interprets budget guidance and develops instruction based on new guidance. Consolidates and evaluates actual results, projections and budgeted goals to ensure accuracy and compliance of submissions. Oversees the processes and preparation of monthly recurring financial statements. Evaluates and prepares financial reports for presentation to the fund manager, the commander, and/or higher headquarters. Reviews consolidated financial reports of assigned operations to include budget variance analyses, CPMC execution, and cash flow. Performs reviews and analyses of financial operations to evaluate performance. The financial analyses for each activity will include trends (both positive and negative) in all departments such as labor cost and productivity, sales, all elements of expense, and all financial ratios. Directs the development of internal standardized reports so that assigned activities are using the same yardsticks on external presentations, type, number, and content consistent with adequate management controls. Conducts cost and economic analyses, efficiency studies, and organizational functional analyses.
Oversees the development of systems for recording, classifying, and summarizing various financial information. Responsible for the overall operations of automation software as it relates to accounting processes to ensure parity of procedures throughout, and monitors and reports on internal controls, work processes, audits and prepares forecasts. Coordinates the budget requests and analyzes the results of operations. Applies accounting concepts following Generally Accepted Accounting Principles (GAAP)when rendering financial guidance to managers and division chiefs. Provides guidance, direction, and recommends changes to the general managers on improving the financial conditions which when implemented, will result in financial improvement of the respective activity. Prepares briefings and studies as required.
Supervises, trains, and evaluates assigned staff.
