This position serves as the Human Resources Officer, providing technical and administrative direction for the Staffing Operational Group, overseeing the Washington Staffing Team located in Denver, CO and Washington, DC, the Seasonal Recruitment Operational Center, and several Supervisory Human Resource Specialists. This position is located in a fast pace and professional environment, where there is a high volume of work and tight deadlines.
The incumbent will perform the following duties: Direct the daily operations of the Staffing Operation Center staff engaged in the delivery of human resources activities in the areas of recruitment, staffing, pay administration and compensation, position management, classification, personnel security and workforce planning; Ensure that HR services are delivered to customers in accordance with customer service standards and provide technical HR support to serviced organization to ensure that HR programs and activities are timely executed and meet standards and requirements; Monitor and distribute HR workload within the Staffing Operations; Recommend and implement policies, procedures, processes and program plans of the Staffing Operation Group and provide technical advice and assistance concerning HR duties and responsibilities in coordination with the Deputy Associate Director; Interpret and evaluate national and regional precedents and policies and assesses the impact on human resources operations; Identify and develop strategic priorities for the NPS that will improve service to customers, including system enhancements, standard operating procedures and processes, communication and other tools; Ensure Supervisory HR Specialists use appropriate judgement in proving strategic advice and operational guidance to customers; Prepare implementation instructions for all HR to ensure consistency and effective application of HR policy and regularly guidance to service organization.
