The Human Resources Specialist (Recruitment & Placement) GS-12 serves as a Lead Recruitment and Placement Specialist on all Title 5, Title 38, and Hybrid Title 38 positions acts as a team leader on special recruitment and placement projects. Provides a full range of management advisory services for several functional area of the HRMP. Applies a broad comprehensive knowledge of staffing, recruitment and placement, and career management. Provides difficult management advisory services that are complicated by several elements, including workforce diversity, variety and instability of the Medical Center mission workload, the instability of the future organizational structures, staffing levels, and workforce composition. Distribute and balance the workload among Recruitment and Placement employees in accordance with established work flow or job specialization, assures timely accomplishment of the assigned workload, and assures that each employee has enough work to keep busy; stays abreast of the status and progress of the work in Recruitment and Placement Section, and makes day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Estimates and reports on expected time of completion of work, and maintains records of work accomplishments and time expended and prepare production reports as requested; Instructs employees in specific tasks and job techniques and makes available written instructions reference materials and supplies. Provides on the job training to new employees in the Recruitment and Placement Section in accordance with established procedures and practices.
Must have comprehensive and thorough knowledge of CSRA, laws, regulations, Executive Orders, court decisions, and issues related to the Federal recruitment and placement function including DEU rules, regulations and procedures, and skill to apply this knowledge to a variety of difficult and complex work assignments. Assignments include explaining recruitment and placement processes, rules, regulations, and laws and suggesting crediting plan changes and methodologies to management. Must be skilled in communicating ideas clearly both orally and in writing to present findings and make recommendations. Broad knowledge of the agency organizational structure as it applies to position allocations, job series, and qualification and job skill requirements for most positions. Ability to interpret qualification standards and other HR policies and make sound judgments based on interpretation of applicable rules and regulations.

Physical Requirements/Working Conditions: Position is sedentary with light lifting of 15lbs of less, in a office environment with adequate lighting, heat and space.
