This position is for a Safety Specialist, Position Description Number D0695000 located in the Army National Guard (ARNG) STARC Headquarters, Aviation and Safety Office (Model A) / Safety and Occupational Health Office (Model B), Ground Safety Section at HQ 78TH AVN TC-Marietta, GA.

As a Safety Specialist, GS-0018-11, you will:
Implement plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives.
Provide technical expertise to managers and supervisors in establishing techniques and procedures for the elimination or control of unsafe behaviors, environments and hazards.
Plan and conduct periodic and unscheduled surveys and inspections of all ARNG facilities including ammunition storage, warehouse, and equipment maintenance facilities, to determine compliance with OSHA standards.
Assign risk assessment codes, and prepares abatement plans and time frames of elimination of hazards.
Evaluate the effectiveness of organizational safety programs through activity visits.
Develop countermeasure programs to prevent or reduce accidents and hazardous conditions.
Coordinate with operating activities to provide safety training, and ensures safety awareness throughout the ARNG.
Prepare or assist supervisors in preparing materials for safety meetings.
Maintain close liaison with federal, state, municipal, and private industry to obtain safety materials and to facilitate adaptation of industrial safety practices to military methods.
Perform other duties as assigned.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
Knowledge of a wide range of occupational safety concepts, principles, practices, laws and regulations to perform complex administrative responsibilities; advise and train managers and supervisors in appropriate methods and techniques to control or eliminate unsafe behaviors and environments throughout the state ARNG; serve as technical advisor; and draft and prepare regulatory supplements; and assist in preparing plans, objectives, procedures and regulations.
Knowledge and skill sufficient to evaluate safety procedures in such diversified areas as facility/construction, munitions, weapons, ranges, fire, and transportation.
Skill to identify occupational safety requirements and the need for implementation of new policies, plans standards and methods to ensure the safety of personnel, working environments, equipment and facilities within the ARNG.
Knowledge required to identify procedures which prevent, eliminate or reduce environmental hazards, and evaluate the effectiveness of safety methods and procedures.
Ability to evaluate and analyze a variety of data such as accident frequency, causes, safety survey reports, unit operations, utilization of current safety data, preaccident and rescue planning, etc., to ensure adequacy and effectiveness of the accident prevention effort.
