These positions are being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions in accordance with 10 USC § 1705(g)
About the Position:
AMSAA's primary mission is to provide responsive systems analysis to support the equipping and sustaining of weapons and materiel for our Soldiers in the filed as well as our Future Army Forces. AMSAA is all about military systems analysis to provide decision making support to aid the warfighter.
These are developmental positions being filled at the GS-07 grade level with non-competitive promotion potential to the NH-03 Demo pay band (GS 12/13 equivalent grade level) through intervening grades (GS-09, GS-11) when all work can be performed at that level and all other requirements have been met.
The US Army Materiel Systems Analysis Activity (AMSAA) is participating in an alternative personnel system known as the DoD Civilian Acquisition Workforce Demonstration Project. Once at the full performance NH-03 level, these positions will be covered under an alternative personnel system known as the DoD Civilian Acquisition Workforce Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands.
The NH-03 pay band incorporates former GS-12 step 1 through GS-13 step 10 grade levels and salary levels. In keeping with Demonstration pay fixing policies, employees already in this band will not receive a pay increase if appointed to this position. Pay increases within the pay band will be accomplished through the Contribution-Based Compensation and Appraisal System.
