Serves as Contracting Specialist responsible for pre-award and postaward functions for contracts of a highly specialized and complex nature of significant importance to Armstrong Flight Research Center and the Agency which include multiple contract types, i.e., firm fixed price, cost sharing, price redetermination, cost plus fixed fee, award fee/incentive fee, and cost reimbursement/grants, and combinations thereof within a single contract.

Responsible for procurements that contain a number of different processes resulting in extensive contract administration/subcontracting. Performs procurement planning, collaborating with multiple stakeholders at varying levels of management. Serves as business adviser to program officials during procurement planning. Develops procurement objectives in terms of competition and price range, and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies, small or disadvantaged business and similar considerations. Prepares current acquisition plans, appropriate milestone charts, and related schedules. Advise program officials of procurement objectives to be used, and assists in the preparation of statements of work. Prepares determinations, findings and solicitation documents. Explores new/innovative contracting approaches to arrive at an equitable contract arrangement. Determines responsiveness of bids/proposals, performs cost/price analysis, and determines the responsibility of the successful bidder or offeror based on an evaluation of financial and technical information obtained from prospective contractors or as a result of pre-award surveys. Awards/recommends award of the contract.
Decisions involve responsiveness to continuing changes in programs or technological developments. Incumbent is constantly balancing program and technical needs, the interests of the contractors, statutory and regulatory requirements, and the prevailing socioeconomic climate, to make decisions based on sound business judgment that are in the best interest of NASA. Procurements typically require new/modified contract terms and conditions, funding arrangements, or policy interpretation throughout the preaward/postaward phases.
Performs contract administration activities. Responsibilities typically include incremental funding, redirection of effort, scope determination, requirements analysis, coordination of time extension, incorporation of change orders, issuance of stop work orders, approval of progress payments, and final payment to the contractor.
Independently reviews contractors performance through site visits, correspondence, and telephone conversation for compliance with applicable contract clauses. Recommends issuing cure or show cause notices when the contractor is not in compliance. Coordinates contract administration activities for long-term, extensive technical service contracts.
Administration includes ensuring payment, performance bonds, and adequate insurance coverage are obtained before work commences. Monitors the contractor's performance in relation to the completion schedule required by the contract, administration of progress payments, assessment of liquidated damages, contractor compliance with contract clauses, review inspector logs, process claims, exercise options, verify compliance with subcontracting plan, and perform site visits. Negotiates contact modifications and change orders. Maintains contract files. Reviews financial reporting, analyzes variances, monitors funding, and is principal negotiator. Accomplishes the enforcement of labor standards in the administration of assigned contracts. Responsible for ensuring the contractors and subcontractors are informed of their obligations under the labor standards clauses of the contract monitoring the submission of weekly payrolls, performing adequate payroll reviews, conducting on-site inspections and employee interviews, prompt initiation and disposition of complaints, and conduction labor standards investigations when such action is warranted. Process inquiries including Congressionals, formal protests, Freedom of Information Act (FOIA) and general questions regarding the interpretation of the contract.
Develops new/innovative acquisition plans, source selection plans, and contract terms, conditions, or financial arrangements. Uses automated systems to research sources, collect vendor data and to maintain continuous oversight of, the various procurement information and reporting systems. Collects data on contractors past performance and documents contractors' performance on current contracts.
Analyzes proposals that extend for more than one year and require projecting expected changes in labor/material costs and technology that do not permit price comparisons because of restricted competition. Utilizes cost estimating techniques, such as learning curve, regression analysis, complex contractual arrangements, extensive fact finding, etc. Develops final price for negotiation position and participates on a negotiating team.
Serves as lead negotiator for contract modifications for programs involving several interrelated contracts and changes to one contract which affect other contracts. Negotiates the termination settlement with the contractor including equitable adjustments, change proposals, costs, profit, and other related matters.
Condition of Employment: To be hired for this position, you must possess a valid level II Federal Acquisition Certification-Contracting (FAC-C) or level II Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification, or must have already completed all mandatory training prescribed by the head of the agency for level II FAC-C.
