About the Position: The incumbent will provide environmental engineering services in support of the US Military Academy's Directorate of Public Works (DPW) at West Point, New York. The Directorate is responsible for the management and oversight of all activities related to maintaining 16,000 acres of property, buildings, and roadways. At the full performance level, the incumbent will ensure DPW's compliance with Federal, State, regional and local regulations (e.g. water, air, solid waste, and noise) and guarantee that the health and welfare aspects of environmental pollution control are adequately protected. The incumbent is also responsible for minimizing potential conflicts between command activities and regulating agencies to minimize adverse impacts on the Army.

Gathers data to project future environmental requirements and integrates that data into the installation mission
Participates in the hazardous waste program with responsibility for determining the appropriate mode of transportation and/or disposal
Participates in site selection, design, and establishment of observation wells to be used for ground water measurements
Provides guidance to workers for environmental protection during construction
For The GS-11
Serves as subject matter expert on the preparation and submission of Environmental Assessments/Environmental Impact Statements
Represents USMA at reviews for complex or controversial actions and plans and speaks on behalf of the command staff.
Functions as the liaison with other Directorates and Activities to ensure environmental factors are considered for all USMA activities
Manages the hazardous waste program which includes preparing contract specifications and/or documents for disposal of materials in accordance with applicable regulations
Prepares finding reports for soil and ground water studies, which may include identification of geological structures, and analysis of trends and the correlation of stream flow and/or rainfall
Prepares engineering reports, work orders, Standard Operating Procedures, and specifications for environmental protection projects.
Prepares news articles and audio/visual program materials, and coordinates with USMA Information Office and media representatives to insure that pertinent information is published in a timely manner
Other Requirements:

One year of specialized experience which includes Experience contributing technical knowledge to the completion of Environmental Assessments and Environmental Impact Statements; Experience providing guidance on issues related to management of hazardous waste and/or hazardous materials; Experience conducting soil and ground water studies; Experience contributing to the assessment of engineering activities on nature resources and the local community. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, chemistry, ecology, geology, and hydrology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
