The incumbent will serve as the NASA Langley's Office of STEM Engagement Integration Manager. This position is responsible for integrating the work of the Office of STEM Engagement across functional areas (SPACE Grant, EPSCoR, MUREP, SEAP) and with Mission Directorates. This position will also interface with the NASA Headquarters Office of STEM Engagement as well as with other education activities across Langley Research Center. This position advises on, coordinates, monitors, maintains surveillance over, and performs a variety of managerial functions for a wide range of agency and Center level projects typically involving two or more areas of management functions such as resource analysis, management systems and reporting.
Incumbent will lead the development and implementation of activities within the Langley Office of STEM Engagement specifically focusing on resources, scheduling, and risk. Ensures continual improvement of Agency and Center education initiatives dealing with complex issues that involve planning, implementing, and evaluating overall goals, approaches, budget and procurement activities. Ensures that programmatic and reporting requirements from HQ are validated, planned for, and met. Defines the technical, financial and administrative resources necessary to conduct these programs. Coordinates strategic and resource priorities with the resource analyst. Advocates early decisions to allow rational fiscal year planning. Develops proposals for Center implementation of new programs, policies, and procedures. Reviews Center programs and current operating policies and recommends ways to implement new or revised programs. Develops proposed policies and implements plans for Center programs. Maintains a schedule of activities and milestones across the Center’s Education activities; continually reviews and analyzes progress in achieving the stated objectives and milestones. Identifies reasons for the nature and/or extent of problems that arise and investigates areas in need of improvement. Determines whether new activities can be undertaken within the available time. Tracks risks for the Langley OES, determines when corrective actions are needed, develops alternatives that would remedy problematic situations or, in general, upgrade the efficiency of operations.
The incumbent will be responsible for coordinating cross-functional educational program efforts for national programs or projects of major impact to the Agency's educational program promoting science, technology, engineering and mathematics (STEM), including alignment with the Agency Lines of Business and the work of the other parts of the NASA Office of Education and of the Center. Assesses, develops and maintains relationships with key internal NASA Stakeholders including all Mission Directorates. Builds and maintains alliances to determine needs and engage support for current and proposed Center and Agency initiatives. Establishes regular communications with mission Education groups at Langley. Collaborates with Langley organizations, Headquarters, and other Centers to enhance effectiveness of STEM Engagement programs and projects. Studies programs and initiatives being provided by other NASA Centers and Federal organizations. Determines which might be applied to LaRC and develops proposals and program definitions for use in defining new activities and areas of support not currently being provided.
Incumbent will maintains awareness and understanding of agency and center research efforts and develops and manages projects to incorporate those research topics into education outreach initiatives, and develops strategies, plans, programs, and methods to bring NASA technology to the classroom. Overcomes and resolves difficult and complex technical, project management, and organizational problems using innovative and original approaches. Establishes methods and procedures to substantially reduce project costs. Provides technical leadership, guidance, advice, and assistance to Education professionals in the functional areas of Langley’s STEM Engagement programs.
Incumbent will serve as the Langley NASA Internships, Fellowships and Scholarships Lead (NIFS). Oversees the day-to-day activities of contractors executing the NIFS program that annually services 300+ students (high school/undergraduate/graduate). Serves as the NASA LaRC POC for all correspondence with NASA JSC and HQ regarding NIFS activities, policy and overall program execution. Establishes annual metrics for NIFS, continuous improvement strategies and innovative solutions to engaging students.
