The Associate District Director for Counseling Services (ADD/C) is responsible for assisting and advising the Deputy District Director with regards to planning, implementing, evaluating and supervising readjustment counseling services being delivered to eligible Veterans, Service members, and their families through the Readjustment Counseling Service (RCS) zone wide system of Vet Centers. The incumbent also provides quality assurance, clinical effectiveness reviews, clinical crisis consultation, staff training, clinical supervision and guidance, and serves as subject matter expert on the readjustment needs and associated interventions of Veterans, Service members and their families. The ADD/C also advises the Deputy District Director on clinical needs of the Veteran and Service member client population and the capacity of the vet center staff that serve them. The incumbent also acts as the Designated Educational Officer (DEO) for their respective RCS zone. The ADD/C reviews and advises the Deputy District Director regarding any clinical research involving Vet Centers and academic internships for graduate and post graduate interns. The incumbent organizes and monitors Zone wide quality controls for Vet Centers and recommends changes to the District Director and Deputy District Director to assure overall quality and effectiveness of the clinical program. The incumbent reviews all research proposals involving Vet Centers and advises the Deputy District Director of the effectiveness and value of the project to enhance treatment of Vet Center clients. Upon approval of any research project, the ADD/C monitors the process and compliance with VHA research protocol; ensures proposal guidelines, Veteran client privacy, and timely completion. He/She establishes and maintains close working relationships with professional mental health institutions of higher education to promote a workforce capable of delivering high quality of care to Veterans and their families. The incumbent provides consultation, clinical supervision and guidance to the clinical staff of the Vet Centers. The incumbent is the primary clinical supervisor for each Vet Center Director within their RCS Zone. The venue of clinical supervision may be on site quality assurance site visit, telephonic, tele-video,or through written policy and directives. Due to widespread geographical area of responsibility, the position requires a commitment of up to fifty percent travel. In addition, the position requires that the incumbent possess a valid driver's license. Completion of his/her oversight functions could involve driving long distances between Vet Centers and other VA or community partner facilities.
Work Schedule: 8:00 am to 4:30 pm however incumbent could be expected to work non-traditional hours to include weekends, holidays, and evening hours as mission dictates.
