Serves as construction planner/project manager on staff of a centralized construction activity for Marine Corps Community Services facilities. Facilitates technical work in the development, construction, inspection, and production of MCCS facilities and structures. Coordinates site planning, design and development of facilities and structures such as retail stores, food and hospitality facilities, recreation facilities, and related MCCS structures and projects. Understands planning analysis which may require application of knowledge of architectural principles and concepts, a creative sense, and skill to use aspects of construction and the physical sciences to design and construct new, or improve existing buildings. Exercises judgment and resourcefulness to supplement inadequate and conflicting data, recognize problems and develop solutions. Addresses issues to include: activity needs, structural soundness, aesthetic appeal and economics for operation. May be required to assist in locating sites, and evaluating site adequacy. May be required to assist in supporting environmental impact statements. May be required to support technical portions of design contracts, and design concepts. May be asked to provide assistance in developing construction documents and construction estimates based on evaluation of costs, interior renovation, and furnishings required to complete the facility. May be asked to provide input for long term construction plans. Monitors and coordinates project(s) planning, design, production and construction stages. Uses a personal computer and related programs to initiate computer aided designs for projects. May prepare preliminary drawings, construction drawings, and specifications. Familiarity with related trades such as electrical and mechanical type work areas.
Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Develops long-range plans in conjunction with internal operating directives. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.
Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.
EVALUATIONS:
Four years of experience which demonstrates knowledge of and skill to apply principles of architectural concepts and principles such as would be acquired by a bachelor’s degree in architecture or architectural engineering or a Bachelor’s degree in similar field of study from an accredited university or college. Minimum three years supervisory experience in building and construction sites. Skill to apply knowledge of creative and artistic principles for aesthetic appeal, understanding of the construction industry, and economy of operations of facilities. Skill to create design concepts, develop construction documents and report on status of construction and renovation projects. Strong math skills required. Ability to communicate verbally or through written correspondence with military personnel and higher headquarters personnel required. Ability to prepare and present electronic technical presentations is required.
