BASIC DUTY SUMMARY: Serves as Director, J6/Chief Information Officer (CIO) responsible for development and coordination of USSOCOM CIO long-range strategies for effective interaction with Congress, Congressional Staff, and the Department of Defense, Chief Information Officer on Information Technology (IT) issues of significance to USSOCOM and DoD. Responsible for implementing the Information Technology Management Reform Act of 1996, also known as the Clinger-Cohen Act of 1996. Plans, directs and supervises the work assigned to five Divisions, including Cyber Security, C4 Operations, Strategy and Integration, CIO, Special Communications and Special Staff. Acts as principal executive advisor for all Information Technology and Telecommunications to the Commander, Deputy Commander, Chief of Staff, and other USSOCOM Directors on matters relating to communications and information systems, communications and information systems operation and management, IT engineering and architectures. Represents the command and the DoD in technical matters relating to information systems policy, plans and objectives.
ADDITIONAL INFORMATION:

C. EXECUTIVE PERSONNEL FINANCIAL DISCLOSURE REPORT (Standard Form 278). Selected candidate must file this report in accordance with the Ethics in Government Act of 1978.
D.TOP SECRET SECURITY CLEARANCE. Successful candidates must be able to meet the standards required for a national security clearance. Those standards are reflected in the SF 86 (www.opm.gov/Forms/pdf_fill/sf86.pdf). This position has been designated Special-Sensitive and the selectee must have or be able to obtain a TOP SECRET/SCI clearance.
E. DRUG TESTING POSITION. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Position requires that the incumbent sign a Drug Testing letter (Condition of Employment for all Civilian Senior Executive (CSE) Positions identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment. This position also requires incumbent may be subject to random drug testing in accordance with Executive Order 12564, dated 14 Sep 86.
F. TRAVEL. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
G. DUTY HOURS. This position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
H. VETERANS' PREFERENCE. Veterans' preference is not applicable to the SES.
I. PROBATIONARY PERIOD. An individual's initial SES career appointment becomes final only after the individual successfully completes a 2-year probationary period.
J. AIR FORCE'S SENIOR LEADER ORIENTATION COURSE (SLOC). Attendance is generally required within 12 months of appointment, subject to course availability.

Failure to meet any one of the mandatory technical or executive core qualification standards will eliminate a candidate from further consideration. A screening panel will evaluate the candidates for this position composed of a diverse mix of senior executives selected for organizational and/or functional backgrounds relevant to this position.
