INTRODUCTION
This position is located in the Joint Base Pearl Harbor-Hickam (JBPHH) Military and Family Support Center (MFSC), Pearl Harbor, Hawaii. The incumbent serves as the MFSC Training Specialist. The Military and Family Support Program (MFSP) is the JBPHH primary agency for the delivery of human services intended to enhance the stability and self-sufficiency of individuals and families, resulting in increased operational readiness. The primary purpose of the Training Specialist is to plan, develop, implement, administer and evaluate training services/programs. The Training Specialist provides the education & training portion of MFSC core programs. These programs include but are not limited to: assertiveness training, anger management, parenting skills, suicide awareness/prevention; stress management, Ombudsman/Key Spouse support and coordination, deployment support, mobilization and repartition support, family advocacy prevention education, Return & Reunion workshops, career development education (including Transition, Goals, Plan, Success (TGPS)/Relocation Assistance Program (RAP) classes), Financial Readiness workshops, emergency preparedness, etc. The Training Specialist assists MFSC personnel and leaders at all levels in developing individualized training plans for specific commands/units.

MAJOR DUTIES AND RESPONSIBILITIES
Serves as a non-clinical trainer/educator and is responsible for the delivery of a wide variety of training and education services for MFSC customers in a group or classroom setting.Topics encompass MFSC core content areas including, but are not limited to: Stress Management, Anger Management, Communication Skills, Assertiveness training, Parenting Skills, Resiliency, Suicide Awareness/Prevention, Budgeting, Smooth Move, Sponsor Training, Ombudsman/Key Spouse Training, Accessing Higher Education, New Spouse Orientation, assorted Financial Management workshops, resume writing and other employment related topics, etc. Other life skills workshops may be required due to changing situations such as during war or crisis response.
Programs may be offered as single or multi-session classes/workshops or one to one where appropriate.
Provides a comprehensive array of parenting classes that are tailored to specific developmental periods, e.g., parenting newborns, toddler, teens, etc.
Provides Family Advocacy Program (FAP) training and educational services on the FAP, spouse/intimate partner abuse, child abuse and neglect, risk factors and support services.
Ensures family violence prevention and education programs are provided with sufficient frequency to ensure that all of the following groups are trained: Commanding Officers, Executive Officers, Commanders, FAP Command POCs, senior enlisted personnel, FAP Incident Determination Committee (IDC) members, service members, chaplains, child care and youth activities staff, installation law enforcement, medical staff and MFSC personnel.
Provides Operational Stress Control briefs/workshops using standardized curriculum.
Provides Operation Prepare, or similar training, to military personnel and family members instructing them on how to prepare for disasters; .
Trains family members in the use of the Navy Family Accountability and Assessment System (NFAAS).
Participates in promoting and marketing family preparedness, during installation Disaster Preparedness Campaigns and exercises.
Provides and coordinates public awareness and prevention campaigns and programs in support of National Child Abuse Prevention, National Domestic Violence Awareness Month, Month of the Military Child and Month of the Military Family, Military Spouse Appreciation, Suicide Awareness Month and various other theme months related to support of military families.
Coordinates with other support programs such as Chaplains, Child and Youth, MWR, and Drug and Alcohol programs to ensure consistency in delivery of life skills programs and services.
Represents the MFSC at military and community organization meetings concerning matters, programs, and services, which assist military personnel, family members.
Coordinates MFSC orientation training for new personnel and coordinates quarterly MFSC staff training which may include required staff training and professional development opportunities.
Facilitates needs assessment to identify target groups in need of outreach.
Implements, and evaluates the MFSC education programs through customer feedback, command feedback and community assessments. Compiles and summarizes customer feedback survey results and evaluates programming strengths and weakness.
Performs the overall maintenance of MFSC education and FAP courses and determines the need for and initiates changes/updates in course content.
Ensures all course materials are up to date and reflect current trends and information.
Ensures training curriculum meets CNIC certification standards and includes required CNIC material.
Conducts at a minimum, an annual needs assessment survey to determine effectiveness of programming and community needs.
Identifies and implements enhanced programming to ensure services are effectively achieving positive outcomes.
Develops and maintains annual class schedule.
Maintains up to date training curriculum materials in the MFSC share drive.
Coordinates with the Emergency Management Team and the JBPHH Training Coordinator for annual Hurricane Readiness
Develops and maintains a comprehensive MFSC Emergency Action Plan (EAP) in accordance with DoN Standards for all JBPHH MFSC sites, outlines protocols for various types of crisis and disaster situations such as a natural disaster or active shooter situations.
Develops and maintains a comprehensive MFSC Emergency Family Assistance Center (EFAC) plan/binder in accordance with DoN Standards.
Maintains all written material and handouts needed to assist service members and families to cope with crisis situations.
The regular and recurring work performed involves sitting, standing, walking and public speaking. Requires standing for up to 2 to 3 hours at a time while providing training services. The incumbent will occasionally carry and transport training materials weighing 35 lbs or less to and from the primary work location to the training site.
Must be able to satisfactorily complete a background check and/or National Agency Check (NAC) in accordance with current Navy policy.
Routine travel between MFSC sites and supported command locations on Oahu and Kauai, Hawaii is required.
Must possess current, valid State's Driver’s License.
Occasional travel outside the commuting area of less than 20% may be required.
In case of emergency situations involving military families, incumbent may be on a twenty-four hour, seven-day week, on-call status. Situations will be interpreted by higher authority as to determination of an emergency but, in most cases, would be a natural disaster or disasters at sea to ships and/or planes.
Must be able to work varied work schedules to include weekends and evenings.
Incumbent may be required to board Navy vessels to provide MFSC programs to crewmembers while the ship is in port or underway in route to homeport from last port call. Employee must be able to traverse ladders on board Navy vessels.
Work is generally performed in a normal office, conference room or classroom setting.
KNOWLEDGE REQUIRED BY THE POSITION
Educational qualifications include a bachelor’s degree in adult education or a social science or related behavioral science field, a combination of college education and equivalent experience to a bachelor’s degree, or four years equivalent experience.
Training Specialists possess 2 years’ experience in training development and review, public speaking and group presentation and facilitation skills.
Knowledge of, and experience in, the delivery of training and education services, with a focus on human/personal growth, resiliency, and career development.
Skilled in the use of program presentation technology and the ability to train others in presentation skill building.
Knowledge of principles of crisis intervention, dynamics of spouse and child abuse and neglect, and adult learning and education principles.
Ability to work productively and effectively with a variety of individuals in routine and crisis situations.
Knowledge of military, federal government and social service policies, regulations and procedures, knowledge of state and community service agencies, their programs and functions, and ability to collaborate effectively with various organizations, internal and external to the military community.
Ability to present information to large, medium, and small groups of people in a clear and concise manner.
Ability to interpret program evaluations, needs assessment feedback, and survey data and to implement results in program delivery and market planning.
Ability to meet and deal effectively with diversified groups, organizations and individuals and to maintain and establish clear relationships and lines of communication at all levels using tact and diplomacy in all interactions.
Skill in written and oral communication sufficient to develop course curriculum, standard operating procedures, etc.
Skill in consulting with management and employees to obtain or exchange information about work objectives, processes, procedures and policies.
Skill and abilities that demonstrated agency collaboration and network development.
Ability to utilize personal computers and knowledge of a variety of software (i.e., MS Word, Excel, PowerPoint) for the purpose of job accomplishment.
