This is an interdisciplinary position which may be classified either to Computer Engineering, GS-854 or to Electronics Engineering, GS-855.
Position is triple-hatted as the Deputy to the Commanding General, Senior Technical Director, and Chief Engineer for the U.S. Army Network Enterprise Technology Command (NETCOM). NETCOM is the operational arm of US Army Cyber Command. Participates fully and exercises command authority in the executive management of all major aspects of command policy and program planning, development, execution and evaluation. Incumbent functions as alter ego to the CG and serves as a principal advisor to the ARCYBER, CIO/G- 6, NETCOM staff principals, and major subordinate commanders and directors worldwide on the full spectrum of NETCOM programs and operations, especially development and direction of technical aspects of command programs executed within the Joint and Army enterprise framework. Makes authoritative technical decisions impacting IT and cyber programs and budgets, architectures, and standards for Army and NETCOM programs.
Decision and recommendations have far-reaching effects on plans, data science, engineering, implementation, C4IM services, IT Service Management (ITSM), and operation of integrated information systems in support of HQDA, DISA, the Joint Chiefs of Staff, USSTRATCOM, USCYBERCOM, other government agencies, the Secretary of Defense, and in some instances, foreign governments. Provides senior technical leadership to ensure Army Theater level networks are integrated into the Army's portion of the Department of Defense Information Network (DoDIN) and enterprise constructs. Maintains continuous command wide technical overview and provides program direction and guidance to subordinate Commanders (including MG level), Directors and Deputies, and division chiefs, including a headquarters subordinate staff of approximately 450. The command employs over 14,000 military, civilian and contractor personnel located in every theater in 20 countries around the world and with an annual budget of in excess of $1.4 billion.
