The NIST Manufacturing Extension Partnership (MEP) Program provides matching financial support to MEP Centers in each state who are independent non-profit organizations. An MEP Center provides outreach, education, technical services and consulting to small and mid-sized manufacturers helping them compete on an international basis. A Federal Program Officer oversees and monitors the business aspects of MEP Center cooperative agreements, including providing guidance to correctly implement laws, rules, regulations, and policies for Federal cooperative agreements. Based at the National Institute of Standards and Technology (NIST) in Gaithersburg, MD these positions leverage a person’s ability to manage projects, improve procedures, and communicate with teams and senior leadership.

Serves as a Federal Program Officer (FPO) in the Finance Management & Center Operations Division of the Manufacturing Extension Partnership (MEP) program. Manages MEP business processes for cooperative agreements (grants with substantial sponsoring agency involvement); monitors performance progress and regulatory compliance of the recipients of MEP Center cooperative agreements; serves as primary MEP point of contact for the Centers' manufacturing business and financial management team. Recommends corrective action to Centers and participates in the development and implementation of Centers' performance-based budgets and project statements of work. Serves as the technical information contact for 10 to 15 cooperative agreements for assigned regional Center operations and consults with MEP staff and other experts regarding strategic competition and other special project awards; makes recommendations to and collaborates with MEP senior management and the NIST Grants Management Division (GMD) for assigned Center-related efforts; and monitors, reconciles, and reports on project and Center financial status. Uses initiative and resourcefulness in researching cooperative agreement issues to contribute to recommendations to NIST MEP Chief of Finance Management & Center Operations and NIST MEP management. * Ability to develop familiarity with Center operations and organizational health, engage with MEP Center personnel and to communicate issues related to financial and compliance information to a diverse group of internal and external stakeholders.
* Skill in developing written directions and policies, such as standard operating procedures (S0Ps) and compliance guidance, for internal and external stakeholders.
