The Alaska VA Healthcare System (AVAHS) is a Joint Commission accredited, complexity level 3 facility serving Veterans throughout Alaska. The parent facility is located in Anchorage, Alaska and is adjacent to the 673d Medical Group, Joint Base Elmendorf Richardson which is a VA/DoD Joint Venture Hospital. We manage four VA Community Based Outpatient Clinics (CBOC), located in Fairbanks (358 miles north of Anchorage), Kenai (158 miles south of Anchorage), Wasilla (41 miles north of Anchorage) and Juneau (569 air miles from Anchorage). We manage a VA Outreach clinic located in Homer and served by staff from the Kenai VA CBOC We also manage a 50 bed Domiciliary for homeless veteran's located in downtown Anchorage. Anchorage is a mid-sized city of approximately 292,000, with all of the modern amenities expected, including shopping, dining, cultural opportunities, entertainment, and public transportation. Leave the traffic jams and commuter stress behind and enjoy the scenic mountains or Cook Inlet views as you travel around the area. Within 15-20 minutes you can be in the Alaska wilderness of the Chugach National and State Forests, with little evidence of civilization. Hunting, fishing, camping, hiking, boating, skiing, climbing, golf, tennis, recreational leagues and wildlife photography are all pursuits available in or near Anchorage. The University of Alaska Anchorage provides educational opportunities for continued personal education and growth.
Alaska has no state income tax and Anchorage has no sales tax.
Positions in Alaska receive a tax free Cost of Living Allowance (COLA) in addition to the base salary. The COLA for Anchorage is currently 4.22% and is subject to change in the future.

Responsibilities
The Alaska VA Healthcare System (AVAHS) Mental Health Residential Rehabilitation Treatment Program (MHRRTP) Chief is responsible for managing all clinical and administrative operations of the AVAHS MHRRTPs which include a 35-bed Care for Homeless Veterans (DCHV) and a 15-bed Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) in midtown Anchorage Alaska. The position is required to maintain an 85% occupancy rate of each program, ensure that the MHRRTPs are operated in compliance with all VHA policies and procedures, complete all mandated reporting, monitoring, evaluation, and accreditation requirements relevant to the programs. The duties of this position include, but are not limited to, the following:
Coordination and administration of all aspects of the residential rehabilitation treatment programs so they provide safe, efficient and effective rehabilitation and recovery based services to Veterans with severe mental illnesses;
Exercising independent judgment and wide-latitude decision making;
Strategic planning to ensure the delivery of high quality services for Veterans, monitoring progress towards and outcomes of strategic plans;
Planning, developing and implementing actions to meet short and long term goals and objectives consistent with programs' strategic plan;
Developing, coordinating and implementing comprehensive recovery based program of clinical services for Veterans;
Assignment and allocation of program resources to maximize clinical benefits for Veterans including assignment of clinical duties to program staff, monitors and requests supplies, program space, and other resources as needed;
Tracking and monitoring staffing requirements and levels of all clinical and administrative staff assigned to the MHRRTPs, and submission of requests with justification to fill vacancies and add staff as needed to meet all requirements and assure safe and effective functioning of program;
Program and staff compliance with all requirements established by the Department of Veterans Affairs, Joint Commission and CARF, including development and implementation of procedures and policies, preparation of all information and reports, preparing to pass all accreditation requirements and site visits, and informing and training staff to comply with all requirements and procedures;
Developing and implementing outreach and education efforts to community and Veterans organizations and events, other VA clinics, medical centers and Vet Centers;
Develops partnerships with referring providers to facilitate admission and discharge transitions for Veterans;
Preparing and presenting all reports requested and required by the Department of Veterans Affairs, Office of Inspector General, Joint Commission, CARF and other organizations;
Serving as the first point of contact for Veterans who wish to convey complaints, concerns or requests regarding any aspect of the overall program;
Liaisons with the VA patient advocates, Chief of Psychology, and ACOS for Mental Health as needed.
Work Schedule: Full time predominantly Mon-Fri, day shift, on-call and week end coverage may be required

Physical Requirements: Work requires extreme patience and ability to control emotions while working with a challenging clinical population of chronically and persistently mentally ill and substance-abusing clients. Work may require using appropriate techniques to physically restrain clients who present a danger to self or others. Work also requires sitting, walking, standing, carrying light items such as books, papers, and files.
