The incumbent serves as an attorney-advisor in the Office of the Chief Counsel, Bureau of Engraving and Printing. The Chief Counsel is responsible for providing legal opinions, advice, and counsel on all programs and legislative activities of the Bureau and reports to the Treasury General Counsel through the Assistant General Counsel (General Law and Ethics). The major responsibilities of the Bureau are defined in Title 31 of the United States Code. Assignments may be in any area of the agency's responsibilities, the incumbent must have or have the capacity to develop, substantive knowledge of the Bureau's operations, Federal procurement law, Federal labor and employee relations law, (MSPB, EEOC, FLRA, Arbritration Litigation) and matters arising from the agency's personnel management program. Experience in labor and employment law is preferred. Experience in security suitability/clearance adjudications is a plus.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Analyze, research and reach conclusions on extremely difficult and complex factual, legal, and policy issues; apply the pertinent laws, regulations, decisions and such other precedential materials as may be available to him/her in order to reach his/her conclusions; and examine problems on which the Bureau Director, the Chief Counsel, or other senior Bureau officials will act.
- Draft legal opinions in memorandum or letter form addressed to the various Bureau offices served by the Office, to pertinent Departmental offices, or to other agencies, Federal and States, or members of the public.
- Assist in the drafting and review of contracts and contract negotiations, prepare, review, or coordinate legislative and litigation reports; draft proposed legislation; and draft or review for form and substance, prior to issuance, regulations and other directives intended to affect Bureau personnel and operations.
- Collaborate with the Chief Counsel in formulating decisions and judgments with reference to the management of the Office and assists the Chief Counsel in representing the Bureau at conferences at which policy is developed and determined; act in an advisory capacity to senior Bureau and Departmental officials on the legal implications of Bureau policy decisions and operations.
- Confer with Department of Justice and other Federal agency officials with respect to the interpretation and application of Laws affecting bureau operations, and advise U.S. Attorneys in the trial of cases involving Bureau activities; prepare litigation reports, affidavits, and other documents to assist the Department of Justice in the trial of civil actions involving Bureau activities.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education Requirements: Applicants must be a graduate of an accredited law school with an LL.B or J.D.
