Incumbent provides supervision and guidance to a team of Human Resources Specialists, providing authoritative labor relations and employee relations advice and assistance to managers and employees in the New York Region.

For GS-14: Fifty-two weeks of specialized experience at least equivalent to the GS-13 level.
SPECIALIZED EXPERIENCE: Specialized experience is experience directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities needed to successfully perform the duties of the position. Examples of specialized experience is experience as a supervisor, manager or project leader making presentations at national/regional level meetings, regarding labor and employee relations topics; negotiating memoranda of understanding on complex issues; providing advice, guidance, and training/briefing on labor management relations and employee relations issues, negotiations, alternative dispute resolution, etc; handling third party cases (e.g. serving as a management representative on unfair labor practices, during contract negotiations, implementation or impact bargaining), or before the Merit Systems Protection Board; resolving disputes through mediation, arbitration, alternative dispute resolution, etc.
TIME IN GRADE REQUIREMENT (Must be met as of the closing date of this announcement):
For GS-14: Applicants must have 52 weeks at the GS-13 or higher.
There is no substitution of education for experience at this grade level.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.
This is not a career ladder position; GS-14 is the full performance level.
This position is eligible for telework.
Relocation expenses will not be paid.
