The incumbent serves as the Senior Procurement Analyst in the Administrative Services Office (ASO), Library Services (LS). The incumbent is responsible for the preparation and maintenance of the service unit acquisition plan and scheduling of acquisition planning meetings. The Senior Procurement Analyst is responsible for coordinating the activities that support acquisition planning, procedural review and supporting contract documentation and serves as an expert on all service unit procurement matters. The incumbent assists and advises LS Contracting Officer Representatives (CORs) and Technical Point of Contact (TPOCs) in contract administration and oversight, such as reviewing procurement actions in their entirety for accuracy, appropriateness, and conformance with legal, regulatory, and policy requirements. The incumbent identifies and secures acquisition training and career development for the service unit's acquisition workforce and shared risk management.

The incumbent advises LS managers and CORs and/or TPOCs on matters pertaining to the acquisition through contract of required goods and services including highly specialized technology and unique Library preservation services, some with new, complex unusual or unprecedented contract actions. Provides advice on contracting actions, including procurement procedures and policy interpretations for major service unit mission related Information Technology systems and programs. Assesses COR competence and nominates experienced and qualified CORs to serve on contracts. Serves as primary advisory support to CORs and/or TPOCs in the preparation of procurement documentation, such as Statements of Work (SOW), Independent Government Cost Estimates, and Market Research Reports. Works with staff within the Office of Contracts and Grants Management on the development of Acquisition and Source Selection Plans. Serves as LS' principle liaison contact for Service unit CORs, Office of the Chief Information Officer, and the agency's Contract office.
The incumbent serves as an organization expert for Library Services in formulating new or improved contracting policies and guidelines in a functional area of procurement exercising independence and judgment. Modifies the service unit policies and procedures in response to audit finding, as necessary. Advises on changes in policy to address implementation problems, and prepares best practices and templates for publication and dissemination within the service unit. Provides ongoing technical advice, policy analysis and interpretations and acts as primary contract office liaison for complex contracts. Researches and identifies complex programs issues or problems impacting program initiatives. Develops annual acquisition forecasts for Library Services divisions and the contract office. Performs a wide range of duties to support contract policy implementation and contract workload analysis for the organization. Provides advice and guidance to COR on procurement policy interpretations requisition processes and workflow improvise for procurements, and ad hoc contract status reporting. Develops informational materials to support annual and multi-year resource plans and contract office workload reports for planning contractual agreements. Analyzes annual contract costs and price and develops contract status reports in support of budgetary justifications.
The incumbent provides expert technical leadership and consultation in the Federal acquisition process for the service unit's major programs and general guidance encompassing the procurement of services and goods. Performs contract administration activities for significant, highly specialized procurements related to technology and Library Services specialized goods and services acquisitions. Plans contract monitoring activities for long-term extensive technical service contracts. Monitoring includes all types of contracts for the procurement of diverse and highly specialized goods and services to include highly specialized technology and unique Library preservation services, some with new or complex unusual or unprecedented contract actions. The incumbent coordinates and prepares in depth compliance review and analysis of complex unusual, or unprecedented contract actions, including service unit mission critical contracts, such as preservation services and library integration systems.
