This is a three-year, Career Development program for entry level Contract Specialists designed to prepare selectees for full professional performance.

As a Contract Specialist you will be responsible for the following duties:
- Assists senior Contract Specialists in assignments such as analyzing procurement requirements, preparing solicitation packages, evaluating proposals, analyzing costs, researching regulations, identifying procurement sources, evaluating contractor performance, and monitoring expenditures. Gathers and organizes data, prepares specific contract documents and drafts reports for review by supervisor or senior specialist.
- Performs a variety of contracting duties to support the research, development, testing and evaluation of highly specialized weapon systems, software systems, and materials. The work involves both fixed price and cost-reimbursement contracts, phased procurements with negotiated options, extensive subcontracting, and complex competitive and sole source proposals. These duties are performed using Federal, Department of Defense, and MDA acquisition regulations, policies, procedures and practices.
These duties are described at the full performance level GS-11. The GS-07 and GS-09 are developmental leading to such performance.
You will receive formal, informal and on-the-job training as well as developmental assignments. This program provides rotational assignments throughout the major areas of Contracting in order to develop an understanding of Federal Contracting functions. Applicants may expect to spend time in areas such as Contracting Policy and Compliance, Contract Cost and Price Analysis, and will be matrixed to support Contracting activities within MDA program offices - all while providing support to programs, projects and organizations throughout the Missile Defense Agency.
THE STARTING SALARY FOR THIS POSITION: These positions will be filled at the GS-07 and/or the GS-09 level. The starting pay will be at the step 1 of the applicable locality table and is non-negotiable. Please indicate the grade for which you want to be considered. This position requires Acquisition Workforce Level (I) certification in Contracting. Certification prior to hiring is not essential, but must be accomplished within 24 months after entry into this position.
This Career Development/Training Program allows participants an opportunity to be converted non-competitively to a career-conditional or term position once all requirements of the program have been completed. Position will require 40 hours of formal training per year.
To be eligible for conversion to a permanent or term position, The Career Development/Training Program participants must:
- Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.
- Demonstrate successful job performance.
The Career Development/Training Program participants are on a trial period for the duration of the program.
