Serves as Marine Family Services Clinical Counselor providing expert advice, comprehensive counseling, and case management services to active duty personnel, retired military members. Provides Family Advocacy services for active duty Marines, retired military members, their families, and others as authorized by DoD policy. Comprehensive counseling services include: screening, clinical case management, individual, marital, group, and family treatment. The incumbent conducts individual, marital, group and family counseling using various complex techniques. Screens, evaluates and provides counseling for individuals as indicated by interviews and assessment methods based upon expert research in associated fields. Includes but not limits individuals with emotional problems, behavioral problems, domestic violence and child abuse. Exercise independent judgment to apply expertise in conducting initial assessments to match an individual’s needs to the most appropriate resources. Assesses individuals, couples and families as well as determining diagnosis and treatment plans. Conduct complete psychological evaluations, risk assessments for violence and assessment of multi-problem, dysfunctional families. As a credential Licensed Independent Practitioner (LIP), performs diagnosis of mental health disorders and determine level of patient treatment that focuses on treatment intensity and individual patient needs.
Facilitates training programs and seminars focused on both prevention and intervention. Plans, develops and implements programs designed to foster positive healthy relationships within the family structure. Develops and maintains professional standards of service, community referral resources and a close network with the clinical staff of other service providers.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include weekends as necessary).
This is a white-collar position where occasional lifting up to 20 lbs may be required.

Counselor Tier II:
A Masters’ degree in a social science field such as social work or marriage and family therapy or a Doctoral degree in clinical or counseling psychology from an accredited program. Providers must have at least 2,000 of full time, post masters supervised clinical care experience, and have a U.S. State or territiory license that meets DoD requirements for Tier II clinical services. Must have a current state license to practice independently as a Clinical Social Worker, Licensed Marriage and Family Therapist, Clinical Psychologist or a Licensed Professional Counselor (LPC) per SECNAV 1752.7A and must provide a photocopy with their application. Must be current in continuing education credits, be able to provide master’s level transcripts from an accredited university and obtain peer level references. Experience conducting qualified counseling services assisting clients in resolving related issues. Experience counseling a wide range of persons, both military and civilians in stressful situations. Must be able to work effectively with representatives of local, county, state, and federal social services agencies.
This position is designated as a Position of Trust, and the incumbent must be eligible for a background check. Appointment and continued employment is subject to a favorable National Agency Check (NAC) Background Security Investigation.
Due to the nature of work in this position, the incumbent may serve in an “on call” duty status outside of normal work hours that includes: remaining in a reasonable call back radius, carrying a cell phone or pager, or regularly checking email to respond to emergencies; remaining in a state of readiness to perform work with limitations on pursuing outside leisure activities, and/or reporting to a designated post of duty to be ready to or to perform work.
Counselor Tier III:
A Masters’ degree in a social science field such as social work or marriage and family therapy or a Doctoral degree in clinical or counseling psychology from an accredited program. Providers must have at least 2,000 of full time, post masters supervised clinical care experience, and have a U.S. State or territiory license that meets DoD requirementsf for Tier II clinical services. Providers must have attained two years full time post licensure clinical experience. Tier III providers are eligible to provide clinical supervision and have the ability to function as the sole provider at a location. Must have a current state license to practice independently as a Clinical Social Worker, Licensed Marriage and Family Therapist, Clinical Psychologist or a Licensed Professional Counselor (LPC) per SECNAV 1752.7A and must provide a photocopy with their application. Must be current in continuing education credits, be able to provide master’s level transcripts from an accredited university and obtain peer level references. Experience conducting qualified counseling services assisting clients in resolving related issues. Experience counseling a wide range of persons, both military and civilians in stressful situations.
