The incumbent performs rnultiple, varying, and complex assignrnents under the limited direction of the manager. He/she applies experience and advanced knowledge of Investigations program to accomplish assignments. The incumbent may be responsible for conducting general investigations and investigations in support of counter intelligence and insider threat matters. Typical duties include but, are not limited to the following:
General investigations- Conducts civil, administrative and regulatory compliance investigations involving multiple, parts of CFR titles 14.and 49 and other federal policies and directives. Investigations may include regulatory infractions, Torts and personal claims, security clearance investigations, security suitability of agency personnel employee misconduct, sexual harassment. Accountability Board issues, hotline cases and others. As required, appears before grand juries or participates in other judicial and administrative proceedings. Interviews witnesses and administers oaths or affirmations. Receives evidence and security material documents or property in accordance with the laws of search and seizure and establishes rules of evidence. Takes signed sworn statements, and prepares reports to document facts disclosed during the investigation. Acts as a contributing specialist on work activities relating to counter intelligence and insider threat matters.
Selects, interprets and applies a variety of guidelines, materials and standard reference material in accomplishing task, using judgement and discretion in determining the most appropriate approach to use. Issues faced require extensive analysis and decisions and recommendations reflect the need to balance sensitive investigations information with expert interpretations and analysis performed. Refers unusual or highly sensitive issues where guidelines are not applicable to the staff within the office and other ASH organizations, staff in other FAA offices, law enforcement offices and the public.
Independently performs tasks and assignments and identifies and informs management of problems that require their attention. Develops and recommends techniques to address problem situations. Work is reviewed periodically, typically to ensure appropriate factors have been considered, sufficient information or evidence has been collected to support conclusion, and pertinent regulations and precedents have been applied. Completed work is reviewed for conformity with policy, the appropriateness, of the employee’s approach, technical soundness and deadlines.
Defines plans, and organizes assigned resources to accomplish tasks. Provide guidance to developmental staff and develops or recommends techniques to address problem situations.
Performs other duties as assigned.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower grade level in the Federal Service. SPECIALIZED experience is experience which is in or directly related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. To be creditable, specialized experience must be at least equivalent to the next lower grade or band level in the normal line of progression for the occupation in the organization. To qualify for the FV-I, all applicants must demonstrate at least one year (52 weeks) of specialized experience equivalent to the FV-H, FG/GS/12 in the Federal Service. Specialized experience may include but not limited to: Experience conducting investigations as a substantial part of duties, to include interviewing techniques, obtaining and analyzing data, and writing reports etc. Applicants should provide examples of Specialized Experience in their Work History.
