This position is located in the Technology Transfer Office, Office of Technology Incubation and Innovation, NASA Glenn Research Center, Cleveland OH.
The Office of Technology Incubation and Innovation serves as the principal adviser to GRC leadership on matters concerning Center-wide technology capabilities. Technology Transfer Office implements a full array of technology transfer activities to facilitate the domestic utilization of NASA-developed technologies by the public and private sectors of the U.S. economy.
In this role, you will serve as the Software Release Manager for the Center, supporting the Office of Technology Incubation and innovation (TII) and the Technology Transfer Office (TTO) responsible for the management of the GRC Software Release program, leading the Agency Software Release Working Group, and also serves as the alternate to the GRC Export Control Administrator.

At the full performance level, you will be responsible for the following duties:
Manages IT Software Release activities resulting from requirements such as laws, regulations, Presidential directives, policies, guidelines, and standards and oversees implementation of IT Software Release activities, initiatives, projects, and work assigned to project teams.
In coordination with NASA Headquarters, develops software release policies, guidelines, and procedures for software release activities that assure compliance with Agency IT Security requirements, and facilitates the integration, implementation, and evaluation of Software Release activities across the Center and Agency.
Serves as the Software Release authority that represents the Center to NASA HQs and other field centers on the agency-wide team, as well as the Software Release Working Group, which makes software policy recommendations that establish NASA software procedures.
Drafts long-range plans for Software Release activities that anticipate, identify, evaluate, mitigate, and minimize risks associated with vulnerabilities.
Serves as alternate to the GRC Export Control Administrator to ensure GRC compliance with U.S. import and export laws.
Analyzes NASA hardware, software and technical data and works with the Export Control Officer to provide the appropriate export control classification.
Leads the effort to develop Licensing, Memorandums of Agreement (MOAs), and Memorandums of Understanding (MOUs), Software Usage Agreements (SUAs) and other required documentation to support partnerships and cooperative agreements.
Identifies, proposes and implements software related Annual Performance Goals for Technology Transfer.
Performs management and coordination of data integrity on all GRC software release technologies within the NASA Software Catalog, NASA Software Release System (SRS) and NASA Technology Tracking System (NTTS).
Participates in meetings working groups and conferences with NASA IT organization, Technology Transfer and Agency-wide counterparts to discuss potential/real Software Release activity threats and Export Control risks and threats, to determine how to apply solutions across the Agency and to to address agency-wide potentialities and implementation issues concerning roll-out of new applications and system capabilities
Develops continuous improvement opportunities for technology transfer, as well as import/export processes, procedures, and work products.
