The Director of Workforce Performance and Development serves as the Chief Learning Officer (CLO) for the Library of Congress and is responsible for developing, implementing and managing the Library’s training, development, performance management and succession management functions.

The incumbent is responsible for the overall planning, implementation, and effectiveness of employee and organizational development and succession management strategies and initiatives; creating employee learning and performance/succession management objectives for the Library; conducting training needs assessments (both organizational and individual); developing the Library’s strategic training plan and succession management plan; tracking and monitoring employee participation in training; developing guidelines and standards for functional areas of responsibility; monitoring all training expenditures across the Library; measuring impact of training investment; qualifying, certifying, and managing suppliers and vendors providing support to functional areas of responsibility; providing instructional design for Library specific training; and performance management and monitoring its implementation.
Supervises a group of employees performing work up to the GS-14 grade level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers’ performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers and subordinate supervisors related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates at all levels are trained and fully comply with the provisions of the safety regulations.
Responsible for the formulation and administration of policies affecting the mission of the Library as it relates to training, development, workforce performance management and succession management programs. Reviews and develops new or proposed policies, procedures and guidelines affecting critical Library programs related to developing and transferring critical knowledge to meet the human capital needs of the Library of Congress. Recognized as an authority in formulating new policies and program objectives for training, development, succession management and workforce performance that have a broad or long-range impact on workforce and organizational development.
Serves as the technical authority with respect to policy and regulatory impact upon the Library of Congress training, development and workforce performance programs and events. Advises senior management staff and officials at multiple levels of the Library of Congress; senior staff of other federal, state, and local government agencies; and private sector clients and vendors on the Library of Congress matters related to the subject matter area. Advises on the appropriate methods and techniques to use in order to achieve program goals and objectives.
