The incumbent is responsible for coordinating a wide variety of activities involving employee education, including the Learning Management System (LMS) and the Talent Management System (TMS). Responsibilities includes, but are not limited to the following...
Domain Administrator: Serves as primary contact and advocate of LMS and TMS; will design reports for staff, links education curriculum with facility mission and strategic directives; ensures education requirements are included in LMS/TMS system set up and management; creates assignments of appropriate training to staff using assignment profiles; delivers updates as needed to management officials; monitors external events entered in LMS/TMS; and monitors education mandates and compliance.
LMS/TMS Changes/Enhancements: Involved with the national LMS Team through conference calls and email; tests new functionality and evaluates changes to LMS/TMS; provides suggestions for improvements; and test new reports as they are released.
Training: Trains staff, LMS/TMS administrators on LMS/TMS; assists users with logging onto LMS/TMS to complete national mandatory training; ensures all training is properly recorded in LMS/TMS.
Manages LMS/TMS Accounts: Creates/manages LMS/TMS accounts for non-employees; creates new employees prior to being visible in PAID; troubleshoots user issues with passwords, logons, and changes/resetting of passwords; unlocks accounts; and assigns mandatory training to staff.
Technical: Provides technical support for LMS/TMS; coordinates with IT to troubleshoot issues and online training; and works with IT to ensure that all user workstations are configured properly.
LMS/TMS Maintenance: Completes individual data entry and regular downloads of data from local and national data sites. Troubleshoots issues with local users and with VISN/national staff regarding LMS/TMS
Performs other duties as assigned.

Physical Requirements: The work is mostly sedentary. Typically, the incumbent sits comfortably to do the work. However, there may be some walking, standing, bending and lifting of equipment weighing less than 40lbs. No special physical demands are required to perform the work.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level.

Specialized Experience: One Year of Specialized Experience equivalent and comparable to at least the GS-09 grade level in Federal Service. Specialized experience may include: teaching or instructing an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
