The mission of the U.S. International Boundary & Water Commission is to provide binational solutions to issues that arise during the application of United States - Mexico treaties regarding boundary demarcation, national ownership of waters, sanitation, water quality, and flood control in the border region.

Serves as the United States Commissioner's confidant and principal staff officer/advisor providing technical and political advisory for the U.S. International Boundary and Water Commission, U.S. Section (USIBWC). Oversees field operations that include operation and maintenance of various flood control projects, power plants, reservoirs, water accounting, hydrographic data, maintenance, and reporting. Upon review and composition of reports provides expert technical advice and recommendations for field operations, safety dams, boundary demarcation, and coordination of inter-departmental efforts to resolve issues involving activities and programs assigned to other departments of the USIBWC. Serves as final authority for the full range of personnel actions and organization design proposals that subordinate supervisors recommend.
