ALABAMA ARMY/AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the Alabama Army/Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army/Air National Guard must be eligible for immediate membership and employment in the Alabama ArmyAir National Guard in the military grade listed in this announcement.
This position is located at the Joint Force Headquarters-State. The purpose of this position is to manage National Guard military functions of the Joint Staff and joint military program operations throughout the state. The incumbent is the state's senior federal full-time National Guard management official and serves as principal executive assistant and advisor to the Adjutant General or designated representative. The incumbent oversees and manages a variety of joint staff programs, which include the development, execution, and evaluation of programs and policies pertaining to the command, control, operation and management of the Joint functions at State Headquarters level. Program responsibility assigned to this position is managerial and is executive in nature.

As a DIRECTOR JOINT STAFF, GS-0340-15, you will
(1) Manages and directs the administration, coordination, planning, development, execution and supervision of all Joint Staff programs that prepare the state for contingency operations in either a federal or state emergency, to include man-made or natural disasters, and federal military mobilizations. Ensures contingency plans provide for alert, mobilization, deployment, and employment of National Guard assets in response to a wide range of emergency situations. Oversees the state's Homeland Defense Program that includes: the state rapid reaction force, the contingency emergency response force, counterdrug operations, civil support teams, expeditionary medical support, and explosive ordnance disposal. These programs are widely varied and complex and tasking can originate from a variety of sources which may include: the President, Department of Defense, Governor or local officials, and major commands (MACOMs/MAJCOMs) which could request response capabilities that range from local to international and address contingencies or threats which include but are not limited to: natural or manmade disasters, terrorism, weapons of mass destruction (WMD), critical asset protection, border security, civil disturbances, interstate compacs and federal mobilizations and deployments.
(2) Incumbent serves as the principal full-time representative and spokesman of the Joint Staff and acts in the absence of the Adjutant General or designated representative in all Joint Staff matters. Oversees the operations and activities of the Joint Force Headquarters-State functions which include:
- Manpower and Personnel Directorate (J-1): Responsible for the administration and management of the personnel systems of the National Guard. This directorate provides guidance and counsel to staff elements and subordinate units regarding all personnel matters. It develops, interprets, integrates, and implements human resources programs and policies for the traditional service members, Active Guard Reserve, technician work force, and their families and employers
- Intelligence Directorate (J-2): Responsible for all intelligence related matters to include, but not limited to, current intelligence, foreign/domestic threat information, situational awareness and Common Operating Picture (COP), intelligence plans, policy and programs, and Security Office operations. Serves as the channel of communication for the Adjutant General to CNGB, NORTHCOM, other combatant commands and agencies as required on intelligence matters and serves as the primary advisor to the Adjutant General.
- Operations Directorate (J-3): Responsible for providing oversight of military support programs relating to situational awareness, direction, and integration of planning, and joint military/civil support operations for National Guard personnel, the counter drug program, mobilization readiness, and state aviation operations.
- Logistics Directorate (J-4): This directorate provides oversight of logistics planning division, maintenance division and the installation management division. Responsible for sustainment of equipment used by National Guard units.
- Strategic Plans, Policy, and Interagency Interoperability Directorate (J-5): Responsible for joint future strategic plans, documents and studies on current and future military strategy, execution of National Guard positions regarding international affairs issues, oversight of mobilization planning, and enhancement of National Guard joint force development through war plans.
- Command, Control, Communications (J-6), and Computers (C4) Directorate: Responsible for all matters pertaining to C4 systems which support the primary functions involving the collection, transportation, processing, dissemination and protection of information. The C4 systems include both the communications and computer systems required to implement the state command and control process and are the information exchange and decision support subsystems within the state total force Command and Control Support System.
- Doctrine, Training and Force Development Directorate (J-7): Responsible for joint force development; supporting operational planning; joint doctrine; education and professional development; staff training; exercises; and assessment. Works with the National Guard training and exercises staff elements to ensure continuity of effort. Pursues joint force development through joint doctrine, training, tactics, techniques, and procedures.
- Force Structure, Resources, and Assessment Directorate (J-8): The J-8 is responsible for resource management oversight, guidance, policy, procedures, performance metrics and operational contracting. In addition, the J-8 provides Joint Strategic Resource planning; capabilities based planning and analysis; and overall program requirements analysis and validation.
