The Federal Election Commission is an independent federal regulatory agency governed by six Commissioners appointed by the President with the advice and consent of the Senate. The agency has exclusive jurisdiction for the administration, interpretation, and civil enforcement of the Federal Election Campaign Act, which regulates campaign contributions and expenditures and disclosures of such, by candidates for federal office and committees supporting those candidates. The Office of Human Resources (OHR) is part of the Office of the Deputy Staff Director for Management and Administration (DSD). The incumbent serves as the Human Resources Specialist (Human Capital Programs and Policy) for the Office of Human Resources (OHR) providing support to the Commission.

As a Human Resources Specialist (Human Capital Programs and Policy) you will provide services including management consulting and advisory functions in the areas of human capital planning; work life programs; human resources development; workforce planning; performance management and awards; and, policy development. This functional area will include an emphasis on providing FEC managers and employees with quality customer service, program accountability, problem resolution, and fostering a positive HR-FEC manager team effort that supports the mission.
Typical assignments may include:
Human Capital Planning
Oversees the development of a coherent framework of human capital policies, programs, and practices to achieve human capital requirements to directly support the agency's strategic plan
Drafts; Updates; and, creates Human resources policies and procedures that are aligned with organizational mission, strategic goals, and performance outcomes
Monitor; Control; and, implement internal control systems to continually assess and improve human capital programs and their overall impact on mission accomplishment.
Work Life Programs
Oversees and implements key work-life programs offered to FEC employees which include worksite health and wellness, Employee Assistance Programs, workplace flexibilities, telework, and dependent care.
Workforce Planning
Conducts analysis to identify competency gaps, develops strategies to address human capital needs and close competency gaps, and ensures the organization is appropriately structured
Analyzes Mission-critical occupations (including leadership positions) and competencies, including competency gaps, to develop strategies to recruit, develop, and retain talent needed for program performance
Performance Management and Awards
Assisting managers and supervisors in establishing,maintaining, and monitoring effective performance management programs to plan, monitor, develop, rate, and reward employee performance, and services that support formal and informal award programs to provide employee incentives and recognition
Human Resources Development
Develop and recommend comprehensive plans, policies and procedures to create and implement agency-wide employee development and workforce services programs
Provide guidance and assistance on program training issues, activities, problems and related human resources management goals and objectives
Provide consultative service on individual and organizational training needs.
Conduct/review surveys, analysis and evaluations of Human Resources programs and develop plans to support the FEC mission
Time in Grade: Current or prior Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

In early 2018 the FEC is scheduled to move from 999 E St N.W. to a new headquarters building which will be located at 1050 1st St. NE in Washington, D.C. - walking distance to the NoMa and Union Station Metro stops.
