GS-12 Major Duties
ADDITIONAL CONDITIONS OF EMPLOYMENT:
GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
BASIC QUALIFICATIONS: Applicants must meet all of the following:
1. Have a first professional law degree (LL.B. or J.D.) that is accredited by the American Bar Association;
2. Active (or equivalent) membership in good standing in the bar or highest court of a state, U.S. territory, U.S. Commonwealth or the District of Columbia;
3. Never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or state or territory of the U.S. or District of Columbia;
4. Professional legal experience in excess of two years commensurate with the duties and responsibilities of the position.
IMPORTANT: You MUST provide the following supporting documentation, at the time of application, to verify current bar membership: Copy of current Bar Membership/Card, Letter from the Bar or Print out from the Bar website showing active and in good standing. Also, if you have been a bar member for less than five years, a copy of your final law school transcript. SPECIALIZED EXPERIENCE (GS-12): At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include professional knowledge of federal statutes, regulations, Executive Branch policy and orders and common law pertaining to government procurement. Such knowledge of federal acquisition law should include, but is not limited, to, Major Defense Acquisition Programs, Major Automated Information Systems acquisitions, Research and Development programs, Advisory and Assistance Services acquisitions, real property acquisitions, and related fiscal law.
SPECIALIZED EXPERIENCE (GS-13): At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include professional knowledge of federal statutes, regulations, Executive Branch policy and orders and common law pertaining to government procurement. Such knowledge of federal acquisition law should include, but is not limited, to, Major Defense Acquisition Programs, Major Automated Information Systems acquisitions, Research and Development programs, Advisory and Assistance Services acquisitions, real property acquisitions, and related fiscal law.
SPECIALIZED EXPERIENCE (GS-14): At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience must include a comprehensive knowledge of laws, regulations, and policies affecting federal acquisitions acquired through extensive work experience and/or post doctoral law degrees. Incumbent must possess specialized knowledge of laws, regulations, and policies directly related to federal acquisition and must have mastered at least three (3) discrete subject matter areas in the following categories of acquisition law: acquisition planning, contracting methods and contract types, socioeconomic programs, general contracting requirements, special categories of contracting, contract management, and fiscal law.

2. In excess of three (3) years of experience commensurate with the duties and responsibilities of the position. An LL.M. in government procurement law can be substituted for one (1) year of relevant experience.
3. Ability to provide authoritative legal advice concerning the various stages of contracting, involving complex and difficult legal problems arising from the formation and management of government contracts.
4. Skill and ability to communicate effectively, both orally and in writing.
5. Skill in interpreting the law and applying it to legally complex and factually complex situations and the exercise of legal judgment.
6. Proficiency in legal research and familiarity with legal databases and other resources used to perform government contracting legal research.
GS-14
1. Graduation from an accredited law school (J.D.) and active membership in good standing in the bar of a State or the District of Columbia.
2. At least four (4) years of experience commensurate with the duties and responsibilities of the position. An LL.M. in government procurement law can be substituted for one (1) year of relevant experience.
3. Transactional federal acquisition law experience and/or litigating acquisition matters before the United States Government Accountability Office, the Armed Services Board of Contract Appeals, the United States Court of Federal Claims or a comparable forum.
4. Ability to provide authoritative legal advice concerning the various stages of contracting, involving complex and difficult legal problems arising from the formation and management of government contracts.
5. Skill and ability to communicate effectively, both orally and in writing.
6. Knowledge of applicable federal procurement statutes, regulations, case law, and E.O. and agency policy guidance applicable to government contracting, privatization, ethics, and acquisition.
7. Skill in interpreting the law and applying it to legally complex and factually complex situations and the exercise of legal judgment.
8. Proficiency in legal research and familiarity with legal databases and other resources used to perform government contracting legal research.
?PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
