The Center Operations Directorate (COD) at NASA Langley Research Center is currently seeking interested applicants for the position of IT Specialist (Data Management), in the Resource Management Office (D403). The incumbent will serve as a Data Manager with primary responsibility for a wide variety of information technology (IT) and data management activities including data management, data analytics, data visualization, modeling concepts, systems analysis, data ETL (extract, transform, and load), and new emerging software technologies.
Position will be filled at the GS-11 level. The full performance level for this position is GS-13. Employee may be non-competitively promoted to the next grade when qualified and recommended by management.

The Data Manager is responsible for a wide variety of information technology (IT) and data management activities that include, but are not limited to, data management, data analytics, data visualization, modeling concepts, systems analysis, data ETL (extract, transform, and load), and new emerging software technologies.
Data Management: The incumbent will assist with the management and exploration of data for the Condition Based Monitoring (CBM) Program. Incumbent will provide support to the Branches in the organization with their data and visualization needs. This position will capture an inventory of the data generating sources, analyze and perform a gap analysis while exploring current in-house techniques and technologies as well as external technology and trends. Assist with the development of an Enterprise data management strategy (digital strategy) which will include data tagging, classification, data quality, data integration, capacity planning, use cases and application, actions and outcomes. Assist the IT team with establishing and defining metadata standards, technical data requirements, and data mashup as they relate to the systems of record in the organization. Using this standard and eventual data strategy, establish a data model that incorporates the data classification scheme with the eventual goal of assigning data ownership. Using the existing tools in the organization, support the convergence of data discovery capability that could assist users to find and visualize correlations, exceptions, and predictions in facility data sets that are relevant. Assist with the development of a plan for data mining, trend analysis, and ad hoc data activities across the various applications and database structures. Provide support to the design and visualization of dashboards, reports, analytics, and other decision support tools that support existing and emerging requirements. Support the IT Team Lead in and work with the Functional Managers to identify data requirements. Verify that all data expected for processing is received and processed completely, accurately and in a timely manner, and all output is delivered in accordance with requirements. Assist with capturing data for presentations to management involving the analysis of facility data.
System Analysis: As a data manager, incumbent will apply analytical processes to the planning, design, and implementation of new and legacy information systems to meet the data requirements of the organization with a focus on data management and smart buildings of the future. Assist in analyzing multiple types of field device data (including time series) in real-time to provide the best perspective and most complete analytics to allow the COD functional managers to quickly make informed decisions. Assist with performing comparative analytics and exploratory data analysis. Recognize deficiencies and recommend improvements to the performance of data, systems, processes, or operations. Utilize the tool sets used for Facilities Project Management [Tririga], Building Information Modeling [AutoDesk Revit], Asset/Property Management and Control, Computerized Maintenance Management Systems [IBM MAXIMO], Asset Performance Management [Meridium] and Data Historian [OSISoft Pi], Construction Operation Building Information Exchange [CoBIE] of facility equipment and specifications, Content Management, Physical Security, Energy and Environmental Management, and Geographical Information Systems. Assist with the assurance of the integration and ingestion of structured and unstructured data, data sources, systems components (e.g., procedures, databases, policies, software, and hardware). Support the Computer Security Official (CSO) to continually review and redefine procedures to identify and apply security requirements applicable to the receipt, processing, storage and output of data to meet CBM Program objectives.
Security: Provide support to the Chief Engineers in COD on an information/data storage, disposal and retention strategy that will cover the life cycle of data / information in the organization. Ensure confidentiality, integrity and availability of data in transit and at rest practices are understood in the organization.
IT Policy and Planning: Support the IT Governance and Investment committee during the investment review process.

If substituting education for experience at the GS11 level: Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
