MAJOR DUTIES: The Voucher Examiner (OA) administers and performs audit work consisting of the examination for accuracy, adequacy of documentation or citation, compliance with rules and regulations, and justification of vouchers or invoices, claims, and other requests for payment for goods and services provided by the government. Incumbents audits vouchers or invoices. Secures necessary documentation for transmitting doubtful claims or reclaims. Incumbent receives inquiries from vendors, veterans, veterans' families, insurance companies, and health care system personnel on issues, or problems, dealing with readily observable conditions. Gathers and reviews information and documentation to assist customer in resolving these issues or problems. Incumbent serves as liaison with vendors regarding the status of payments, and inputting and maintaining financial data into an automated financial system. Researches rejected payments and ensures they are corrected and resubmitted. Responds to written and oral inquiries concerning payments and audit-related information. Performs audits of selected payments for accuracy. Incumbents compile information using various databases to track invoices and payment history. Reviews documents and accounting transactions that are necessary for payments. Views documents on the computer and analyzes error messages that are displayed for payment transactions. Reconciles and offsets federal advances billed to this station. Performs a variety of administrative tasks associated with maintaining and supporting the work performed within the organization.

Seasonal Influenza Program: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). HCP are individuals who, during the influenza season, work in VHA locations where patients receive care or who come into contact with VA patients as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased facilities. HCP include all VA licensed and unlicensed, clinical and administrative, paid and unpaid, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, students, researchers, volunteers, and trainees who work at these facilities.
Physical Requirements: The work is primarily sedentary with some lifting, carrying, bending, and other general movements required in an office setting. Filing may demand kneeling or use of stepstools. Packing of old files in boxes for storage is required annually.
