BASIC DUTY SUMMARY: The Contracting Directorate implements and interprets policy, establishes Air Force Sustainment Center Hill Air Force Base Operating Location contracting processes, and furnishes guidance and assistance in all phases of contracting for systems sustainment, services, materiel, supplies, and support equipment within the Air Force Sustainment Center Hill Air Force Base Operating Location mission. The Air Force Sustainment Center Contracting Director is dual-hatted and serves as Director of Contracting Hill Air Force Base Operating Location, as well as the Director of Contract Execution at Hill Air Force Base Operating Location, UT. The Incumbent provides executive direction requiring unusual managerial competence and expertise in the planning, coordination, control, and direction of contracting management functions throughout Air Force Sustainment Center Hill Air Force Base Operating Location, including contract clearance and policy development, program support contracting, pricing, research and development contracting, operational and central support contracting and other contracting support. The Incumbent represents the Air Force Sustainment Center Commander & Air Force Sustainment Center Director of Contracting on all matters pertaining to acquisition strategy and contracting policy within Air Force Sustainment Center Hill Air Force Base Operating Location, HQ Air Force Sustainment Center, HQ Air Force Materiel Command, HQ US Air Force, Office of the Secretary of the Air Force for Acquisition, leaders of industry, Congressional members and staff, and other government agencies. The Incumbent, as the key business advisor to Air Force Program Executive Offices, Air Force Sustainment Center Commander & Air Force Sustainment Center Director of Contracting, authoritatively recommends acquisition strategies and business plans for major aeronautical systems and related procurements, and makes decisions, conducts, advises, and participates in negotiations to resolve critical and complex contracting problems, including frequent direct discussions with Industry executives to resolve negotiation impasses on price and contracting terms/conditions for many of the Air Force's most complex and high-value acquisition programs.
KEY POSITION: This position is designated as a Key Position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
MOBILITY: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement.
Certification Requirements: This is a Key Leadership Position (KLP), which carries significant responsibility, primarily involving supervisory or managerial duties in acquisition. A 3-year tenure agreement is required for the position. The selectee must also meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements cited below, unless a waiver is granted by the AF Senior Acquisition Executive (SAE). Please indicate in your resume the level and source of certification or eligibility for certification.
A. Level III certification in Contracting or can be obtained within 24 months.
B. 10 years of acquisition experience or equivalent, four (4) of which were in a Critical Acquisition Position (CAP) or equivalent position.

B. EXECUTIVE PERSONNEL FINANCIAL DISCLOSURE REPORT (Standard Form 278). Selected candidate must file this report in accordance with the Ethics in Government Act of 1978.
C. TOP SECRET SECURITY CLEARANCE. Successful candidates must be able to meet the standards required for a national security clearance. Those standards are reflected in the SF 86 (www.opm.gov/Forms/pdf_fill/sf86.pdf). This position has been designated Special Sensitive and the selectee must have or be able to obtain a TOP SECRET/SCI clearance, and be eligible for access to Sensitive Compartmented Information, Counter-Intelligence Polygraph, and eligible for read-in and access to Special Access Program, Alternate Compensatory Control Measures-controlled information and other limited-access Programs.
D. DRUG TESTING POSITION. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Position requires that the incumbent sign a Drug Testing letter (Condition of Employment for all Civilian Senior Executive (CSE) Positions identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment. This position also requires incumbent may be subject to random drug testing in accordance with Executive Order 12564, dated 14 Sep 86.
E. TRAVEL. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
F. DUTY HOURS. This position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
G. VETERANS' PREFERENCE. Veterans' preference is not applicable to the SES.
H. PROBATIONARY PERIOD. An individual's initial SES career appointment becomes final only after the individual successfully completes a 2-year probationary period.
I. AIR FORCE'S SENIOR LEADER ORIENTATION COURSE (SLOC). Attendance is generally required within 12 months of appointment, subject to course availability.
