The position is in the Planning, Programs and Project Management Division with the Planning Branch Office with the Omaha District, U.S. Army Corps of Engineers. The office is located in downtown Omaha, NE, near the Missouri River and the city's wide array of parks, museums, historic sites, restaurants, and entertainment venues.

Serve in an Interdisciplinary capacity as a Plan Formulator/Project Manager responsible for plan formulation and project management of Civil Works water resources studies for flood risk management, ecosystem restoration, water supply, and other purposes. Assigned studies may include complex and sometimes controversial projects as measured by their diversity, geographical area, management demands, technical intricacies, and environmental and public issues. Some projects may include complicating factors such as: multiple sponsors and financing; technical issues; conflicting interests of government agencies and private citizens; variety of statutes, regulations and funding sources; special design features; special acquisition and crediting strategies; close agency scrutiny; and top-level approvals requirements. A Lead Plan Formulator/Project Manager may be required to serve as a Program Manager for the Planning Assistance to States Program or the Continuing Authorities Program (CAP), and as the authoritative source of advice and information on the assigned area of responsibility.
