This is a Senior Executive Service (SES) position located in the Office of Enforcement and Compliance Assurance (OECA). We are recruiting for the position of Director, Office of Civil Enforcement (OCE).
The Office of Civil Enforcement (OCE) is a major program office under the Office of Enforcement and Compliance Assurance (OECA) responsible for ensuring environmental compliance and protection of public health and the environment. It is comprised of nearly 130 attorneys, engineers, other professional and support staff with a budget of over $24 million.
OCE is an organization comprised of three divisions. The divisions develop, implement, and direct the national statutory and regulatory enforcement programs, provide policy and guidance, and bring enforcement actions. The OCE divisions are the Air Enforcement Division, the Waste and Chemical Enforcement Division, and the Water Enforcement Division. In addition, the Office has two staff offices. The Resource Management Staff provides resource management support to OCE and the Crosscutting Policy Staff provides technical and legal support to OCE, principally by developing and implementing crosscutting enforcement policies.
The Director, OCE, serves as an advisor to the Assistant Administrator, the Principal Deputy Assistant Administrator and the Deputy Assistant Administrator for OECA. The Director leads and oversees the civil enforcement program that seeks to address non-compliance with the environmental laws, using compliance tools that include the litigation or settlement of administrative and civil judicial cases. OCE focuses on violations that present the highest risks to human health and the environment, and seeks to return violators to compliance, redress the harm caused by noncompliance, deter future violations, and eliminate financial incentives to noncompliance.

1. Develops enforcement and compliance assurance policies and provides national direction, leadership and consistency in case selection, development, resolution and appeal of civil, judicial and administrative enforcement actions pursuant to its statutory authorities for the Office. Develops and implements jointly with the Office of Compliance, National Enforcement Initiatives that support OECA priorities.
2. Exercises technical and administrative direction and control over the Office. With broad administrative framework provided by higher authority, establishes overall operating policies, priorities and procedures; establishes long-range plans; allocates resources within broad budgetary limitations; recommends changes in program goals and policies to higher authority; and coordinates and reviews program operations.
3. Represents the Assistant Administrator with key officials from Congress, other Federal agencies, state and local governments, public interest organizations, and private industry. Develops and maintains liaison and exchanges of ideas with officials concerned with EPA and other government enforcement and compliance programs and activities.
4. Integrates or assures the integration of assigned programs with those of other organizations within and outside of OECA. Establishes working relationships with various organizations and represents the Agency with such organizations in various meetings and conferences.
5. Prepares, directs preparation of, and presents testimony to the Congress on Agency policies and programs in the area of assignment. Directly interacts with members of Congress and Congressional committees and staffs. Prepares and delivers speeches and materials on assigned areas to professional, governmental, public interest, and other organizations.
6. Exercises supervisory personnel management responsibilities over staff members by making assignments and determining responsibilities and priorities, evaluating employee performance, recommending appropriate incentives, initiating corrective actions, assuring safety practices, keeping employees informed of management and personnel policies and by counseling employees regarding their benefits, salaries, and the status of requirements of federal civil servants.
