The incumbent serves as the Substance Use Disorders (SUD) Program Manager for the 28 bed Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) of the Kansas City VA Medical Center (KCVAMC). This position reports directly to the Chief, Mental Health Service. Responsibilities are complex in scope, involving organization, direction, and management of residential and outpatient treatment programming and staff from eleven different professions. The substance use disorders treatment programs are customer-service oriented, meeting a variety of emotional, psychological, behavioral, physical, interpersonal, and social needs of patients. These services contribute significantly to the level of health care provided by this agency.
1. The incumbent serves as the Substance Use Disorders Program Manager in the Mental Health Service Line. The incumbent is responsible for the organization, direction, and management of the SARRTP and the STOP Programs at the Kansas City VA Medical Center and has been delegated full managerial and supervisory responsibilities for these units.
2. As the Substance Use Disorders Program Manager, the incumbent assigns, directs, and reviews the work of subordinates; with 26 FTEE included in the SUD programs. The incumbent plans and carries out the training and development of employees; evaluates employees' work performance; initiates action for selections, promotions, status changes, awards, disciplinary actions, and separations; plans, schedules, and coordinates work and solves problems related to the work; determines material, equipment, and facilities needed; explains and gains support of employees for management policies and goals, in addition to working to achieve the objectives of government-wide personnel programs and policies; and deals effectively with employees and union representatives on employee suggestions, complaints, grievances, and other matters involved in the day-to-day administration of the labor management agreement. In addition to these supervisory responsibilities, the incumbent advises management on the establishment of program and production goals, priorities, and major work schedules, develops costs and budget analyses and forecasts, and determines long-range staffing requirements.
3. The incumbent is responsible for analyzing and evaluating professional and technical competency of staff assigned to the program and is accountable for planning and providing staff development and training to address identified deficiencies and to maintain and enhance skills.
4. The incumbent is responsible for providing an appropriate treatment environment for patients who have substance use disorders, chronic mental illness, homelessness, and unemployment. This involves providing evidence based treatments as well as regular and frequent tailoring of the treatment environment to the individual mental and physical health needs of patients. The nature of psychiatric disorders involved regularly requires sensitive, tactful supervision of patients and personnel.
5. The incumbent ensures that all subordinate staff works cooperatively with other staff members in matters related to individual patient treatment, total program planning, and community relations.
6. The incumbent is responsible for knowing, understanding, implementing, and monitoring a management system of work measurement, outcome measures, quality review, program evaluation, and accountability. Is responsible for identifying and correcting deficiencies recognized through a systematic analysis of the program's operation. Is also responsible for the continuous improvement of quality in the program and implementing actions for SUD performance monitors.
7. Incumbent is responsible for completion of all program evaluations and documentations required by the Medical Center, VISN 15, and VACO. She is responsible for assuring compliance with appropriate accrediting/regulatory bodies such as TJC, CARF, SOARS, and OIG.
8. The incumbent is responsible for the safety and welfare of patients in the substance use disorders programs.
9. The incumbent serves as liaison/representative between the Substance Use Disorders Programs and other related health care services in the Medical Center, VISN, and VA Central Office.
Work Schedule: Monday - Friday 8:00 am to 4:30 pm, with evenings, weekends, and/or adjusted tours as needed to ensure quality care to Veterans.

This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
