The incumbent serves as the Substance Use Disorders (SUD) Program Manager for the 28 bed Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) of the Kansas City VA Medical Center (KCVAMC). This position reports directly to the Chief, Mental Health Service. Responsibilities are complex in scope, involving organization, direction, and management of residential and outpatient treatment programming and staff from eleven different professions. The substance use disorders treatment programs are customer-service oriented, meeting a variety of emotional, psychological, behavioral, physical, interpersonal, and social needs of patients. These services contribute significantly to the level of health care provided by this agency.
Administrative Responsibilities (75% time)
1. The incumbent serves as the Substance Use Disorders Program Manager in the Mental Health Service Line. The incumbent is responsible for the organization, direction, and management of the SARRTP Programs at the Kansas City VA Medical Center and has been delegated full managerial and supervisory responsibilities for these units.
2. The incumbent plans and carries out the training and development of employees; evaluates employees' work performance; initiates action for selections, promotions, status changes, awards, disciplinary actions, and separations; plans, schedules, and coordinates work and solves problems related to the work; determines material, equipment, and facilities needed; explains and gains support of employees for management policies and goals.
4. The incumbent is responsible for analyzing and evaluating professional and technical competency of staff assigned to the program and is accountable for planning and providing staff development and training to address identified deficiencies and to maintain and enhance skills.
5. The incumbent is responsible for providing an appropriate treatment environment for patients who have substance use disorders, chronic mental illness, homelessness, and unemployment. The nature of psychiatric disorders involved regularly requires sensitive, tactful supervision of patients and personnel.
6. The incumbent ensures that all subordinate staff works cooperatively with other staff members in matters related to individual patient treatment, total program planning, and community relations.
7. The incumbent is responsible for knowing, understanding, implementing, and monitoring a management system of work measurement, outcome measures, quality review, program evaluation, and accountability.
9. The incumbent is responsible for the safety and welfare of patients in the substance use disorders programs.
10. The incumbent serves as liaison/representative between the Substance Use Disorders Programs and other related health care services in the Medical Center, VISN, and VA Central Office.
Clinical Responsibilities (25% time)
The incumbent functions as a staff LMFT at this facility. The incumbent must use a high level of skill in assessing and treating the complicated psychosocial problems of Veterans referred to Mental Health.
a. The psychosocial interviews & assessments are thorough and include pertinent information in all the required areas of functioning in order to determine appropriate diagnoses and other treatment-related conclusions
b. Emergency/crisis interventions are provided to patients in an effort to stabilize. Must demonstrate the ability to engage in rapid assessments and develop crisis management plans.
c. Psychotherapy as individual, group &/or family interventions are provided when clinically indicated/appropriate and when of therapeutic benefit to the recipients.
d. Incumbent is willing to be successfully trained and implement Evidenced Based Psychotherapies.
e. Available to provide consultation to other treatment team and staff members regarding psychosocial needs of Veterans and/or their families and the impact of the identified mental health problems on the Veteran's health care planning, compliance with treatment, and discharge planning.
f. Must have a high level of skill and expertise to establish and maintain effective therapeutic relationships with Veterans in outpatient Mental Health and/or their families.
g. Must possess a thorough knowledge and have experience in use of medical and mental health diagnoses, disabilities, and treatment procedures, including acute, chronic and traumatic illnesses, common medications and their effects/side effects, and medical terminology.
h. Must independently complete psychosocial assessments and be able to independently provide a DSM diagnosis to determine the psychosocial functioning and needs of Veterans and/or their families.
i. Utilize standardized instruments in the assessment of mental health problems/conditions.
Work Schedule: Monday Friday, 8:00 am 4:30 pm, with evenings, weekends, and/or adjusted tours as needed to ensure quality care to Veterans.

Physical Requirements: While performing the duties of this job, the incumbent is frequently required to stand, walk, and bend, climb stairs, and reach with hands and arms. The incumbent must have good manual dexterity and keyboarding skills. The incumbent must be able to communicate efficiently by expressing or exchanging ideas by means of the spoken word. In addition the incumbent must be able to utilize, view, and read information on computer screens; operate a pager; and operate the required phone equipment. The individual must be able to operate a motor vehicle.
Basic Requirements:
NOTE: A doctoral degree in marriage and family therapy from a COAMFTE approved program is considered to be a comparable mental health degree.

AmeriCorps) and other organizations (e.g., professional; philanthropic;
religions; spiritual; community; student; social). Volunteer work helps build critical
competencies, knowledge, and skills and can provide valuable training and

Grade Determinations: GS-12 Marriage and Family Therapist Supervisor
Experience, Education, and Licensure. In addition to the basic requirements, completion of 1 year of progressively responsible assignments and experience equivalent to the GS-11 level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below.

1. Ability to assess qualifications and abilities of current and prospective employees to include staff performance evaluation.
2. Ability to identify professional development needs of other MFTs and guide them in current practice guidelines.
3. Ability to collaborate with members of other disciplines and supervisors and to represent the profession both in and outside of VHA. This includes knowledge of the roles, contributions, and interrelationships with other disciplines.
4. Ability to administratively supervise in areas related to the provision of marital and family services. This includes knowledge of VA policy and procedures as well as fair, principled, and decisive leadership practices.
5. Ability to clinically supervise in areas related to the provision of marital and family therapy services to accomplish organizational goals and objectives.
