The incumbent serves as the Substance Use Disorders (SUD) Program Manager for the 28 bed Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) and the Substance Abuse Treatment Outpatient Program (STOP) of the Kansas City VA Medical Center (KCVAMC). This position reports directly to the Chief, Mental Health Service. Responsibilities are complex in scope, involving organization, direction, and management of residential and outpatient treatment programming and staff from eleven different professions. The substance use disorders treatment programs are customer-service oriented, meeting a variety of emotional, psychological, behavioral, physical, interpersonal, and social needs of patients.
Substance Use Disorders Program Manager (75%)
1. The incumbent serves as the Substance Use Disorders Program Manager in the Mental Health Service Line. The incumbent is responsible for the organization, direction, and management of the SARRTP and the STOP Programs at the Kansas City VA Medical Center and has been delegated full managerial and supervisory responsibilities for these units.
2. As the Substance Use Disorders Program Manager, the incumbent assigns, directs, and reviews the work of subordinates. The incumbent plans and carries out the training and development of employees; evaluates employees' work performance; initiates action for selections, promotions, status changes, awards, disciplinary actions, and separations; plans, schedules, and coordinates work and solves problems related to the work; determines material, equipment, and facilities needed; explains and gains support of employees for management policies and goals. In addition to these supervisory responsibilities, the incumbent advises management on the establishment of program and production goals, priorities, and major work schedules, develops costs and budget analyses and forecasts, and determines long-range staffing requirements. In addition, the SUD Program Manager oversees and coordinates a variety of treatment activities with physicians, psychologists, social workers, nurses, vocational rehabilitation specialists, dietician, pharmacist, and recreation therapists.
3. The incumbent is responsible for analyzing and evaluating professional and technical competency of staff assigned to the program and is accountable for planning and providing staff development and training to address identified deficiencies and to maintain and enhance skills.
4. The incumbent is responsible for providing an appropriate treatment environment for patients who have substance use disorders, chronic mental illness, homelessness, and unemployment. This involves providing evidence based treatments as well as regular and frequent tailoring of the treatment environment to the individual mental and physical health needs of patients. The nature of psychiatric disorders involved regularly requires sensitive, tactful supervision of patients and personnel.
5. The incumbent ensures that all subordinate staff works cooperatively with other staff members in matters related to individual patient treatment, total program planning, and community relations.
6. The incumbent is responsible for knowing, understanding, implementing, and monitoring a management system of work measurement, outcome measures, quality review, program evaluation, and accountability.
7. Incumbent is responsible for completion of all program evaluations and documentations required by the Medical Center, VISN 15, and VACO.
8. The incumbent is responsible for the safety and welfare of patients in the substance use disorders programs.
9. The incumbent serves as liaison/representative between the Substance Use Disorders Programs and other related health care services in the Medical Center, VISN, and VA Central Office.
Clinical Responsibilities (20% of time)
1. Provides psychodiagnostic services including assessment and uses the most appropriate psychotherapeutic techniques in providing quality care.
2. Provides therapeutic interventions including individual therapy, couples therapy, group therapy, and substance abuse treatment.
3. Provides education to patients, family members, and significant others.
Teaching and Training (5% time)
1. Provides clinical supervision and instruction for psychology residents, and practicum students.
2. Teaches didactic seminars for training program.
Work Schedule: Monday Friday, 8:00 am 4:30 pm, with evenings, weekends, and/or adjusted tours as needed to ensure quality care to Veterans.

Basic Requirements:
· U.S. citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

· Physical standards: All applicants must meet the physical standards for the position. A physical examination prior to employment may be required.
· License, Registration, Certification Requirements: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website.
· Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. (Must provide copy of transcript(s) with application)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations:
GS-13 Social Worker Program Coordinators/Managers
Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs below.
1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
3. Ability to supervise multidisciplinary staff assigned to the program.
4. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).
5. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.
