Functional Statement Title/#: Physical Therapist
Incumbent is independent provider responsible for managing the Physical Therapy Program and Physical Therapy of patients undergoing treatment at the Temple Facility which includes all levels of care: Outpatient, Acute Care, and CLC. The Physical Therapist also assists in the growth and development of more junior Physical Therapists by serving as a mentor and model for outstanding clinical practice and through participation in research and educational activities.
1. Patient scheduling request are submitted in a manner as to not negatively impact other clinical staff yet meet the patient's needs.
2. Performs evaluations and assessments of medical/surgical conditions in the Outpatient, Inpatient, and CLC populations, to include specialized diagnostic test and evaluations.
3. Patient medical records are reviewed to assess appropriateness of physical therapy intervention, noting any potential risks or contraindications to treatment.
4. Evaluations include medical history, results and interpretation of appropriate functional tests and measurements. Tests may need to be adapted because of complex disabilities to determine level of function using standardized and non-standardized tests.
5. Evaluations address rehabilitation potential, behavior, motor skills, and psychosocial development at an age appropriate level. Barriers to learning are identified and strategies to overcome them developed and implemented to ensure accurate patient evaluation.
6. Reviews and analyses the effectiveness of treatments, and develops new treatment programs which apply current research and evidence based practice. Assists/encourages other Physical Therapy staff in same.
7. Demonstrates a full professional understanding of the theories or treatment of physical therapy and their proper application through the use of therapeutic physical rehabilitation and reconditioning procedures.
8. Modifies treatment plan according to patient response to best meet established goals. Documents treatment progression and/or modifications according to Departmental and Medical Center standards.
9. Recognizes adverse reaction to treatment and initiates effective action immediately.
10. Ensures appropriate patient referrals and discharge planning in concert with the Physical Therapy and Medical Center staff. Consults with staff and resident physicians through patient presentations, attendance at ward rounds, IDT, specialty clinics, and/or conferences.
11. Devises and/or adapts equipment or assistive aids to meet the needs of the severely disabled patient. Measures patient for assistive devices and assesses need for special home equipment.
12. Insures safety of patients, staff, and visitors by routinely monitoring equipment and clinic for potential safety hazards. Adheres to established infection control policies.
13. Responsible for participating and contributing to the advancement of knowledge and techniques related to Physical Therapy and other related topics.
14. Identifies, collects, and analyzes appropriate patient care information to provide a data base for research activities within the VA system.
15. Investigates current concepts and scientific principles in Physical Therapy practice through literature reviews, study of current research, clinical practice, assisting in research trials, and through attendance at continuing education courses and conferences.
16. Arranges for in-service training programs for PM&OHS and other services.
17. Orients, trains, and serves as a mentor to volunteers, aides, students, visitors, and incentive therapy workers who supplement and enhance patient treatment.
18. Serves as Clinical Instructor for Physical Therapy and Physical Therapist Assistant students as assigned. Observes and evaluates their performance in order to assess their capabilities as physical therapists utilizing evaluation guides provided by affiliated educational institutions.
19. Responsible for maintaining open communication with patients, families,medical center staff, and others. Seeks clarification, listens and conveys information clearly, in written and verbal forms.
20. Covers for absent staff members to ensure continuity of care.
Physical Requirements:
Applicants must be able to perform the duties as a Physical Therapist. Basic Requirements:
· Must be a citizen of U.S.
· Must be a graduate from a degree program in physical therapy from an approved college or university approved by the Commission on Accreditation in Physical Therapy Education (CAPTE). The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) Web site: Foreign Graduates: Graduates of foreign physical therapy programs meet the requirements if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or in the District of Columbia.
NOTE: Effective, January 1, 2002, CAPTE changed its
scope of accrediting activities of PT education programs to include only those
programs that
culminate in post-baccalaureate degrees.
· Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
· Must have a full, current, active and unrestricted license to practice physical therapy in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or District of Columbia.
· Must pass a pre-employment examination.

Grade Determinations:
GS-11 Physical Therapist:
Education, Experience, and Licensure. In addition to meeting the basic requirements, completion of 1 year of progressively complex experience and a broader scope of experience equivalent to the next lower grade; or 3 years of progressively higher level graduate education leading to a doctoral degree; or doctoral degree in physical therapy or a directly related field. In addition to meeting the KSAOs described at the GS-9 level, the candidate must fully demonstrate the KSAOs in subparagraph (b) below:
· Knowledge of contemporary and evidence-based PT practice.
· Ability to interpret clinician prescriptions and referrals.
· Skill in communicating, both orally and in writing, with patients, families, caregivers, and other health care professions to facilitate the multidisciplinary treatment process.
· Skill in utilizing appropriate screening and evaluation techniques required to appropriately provide direct patient care.
· Knowledge of clinical signs and symptoms to make appropriate referrals for further medical attention/assessment as indicated.
