This announcement can used to recruit a Supervisory Inventory Management Specialist or a Inventory Management Specialist. Supervises multiple supply or material classes/series is recognized as Material Management Section's subject matter expert and serves as advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property. Occupies a major position on the Facility Logistics Service staff and is critical to the operations of the medical center and supported catchment area.
Plans, directs and manages the activities of the Material Management Section, to include property management, equipment management, full warehouse receiving, and distribution. Transportation, mail center operations, and other operations sections may also fall under his/her purview.
Responsible for the management of the non-expendable (NX) Equipment Inventory valued at approximately $37,000,000. The incumbent therefore directs the property program of identification, cataloging, issuing, control, utilization disposition and inventory of all property needed to carry out the mission of the system. The incumbent is delegated accountability for such property and thereby is obligated under law, administrative order, or regulation to render an accounting for such property to the Chief, Logistics Service and the facility Director. Supervises and monitors STVHCS Director's Performance Monitors for the Property Management programs. Incumbent is responsible for the supervision and direction of the day to day Property Management, Supervisory responsibilities to include assignment of work, determination of priorities, directing and assisting employees in the development of complex specifications and unique contract provisions, interpreting and implementing procedure and policy directives or changes, reviewing subordinate work of accuracy, exercising sound judgment, ensuring compliance with policy and value of results obtained. The incumbent is responsible for technical management of the Five-year Equipment Replacement Program with continual revision of the plan in order to insure replacement of personal property in an orderly manner consistent with the primary mission being supported. As Accountable Officer, the incumbent is responsible for the control of all equipment and supplies flowing into the system, estimated at an annual rate of $22 million. Because Materiel Management is the lifeline of the system, the incumbent must ensure maximum effectiveness in the management of inventories. Incumbent serves a technical advisor and consultant on Property Management, programs and is relied upon by other services to give authoritative advice in planning and conducting their programs. Collects data and facts and prepares written correspondence to management, Headquarters, etc., suggesting policy revisions and/or requesting deviation authority.
Physical Requirements: Work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking or climbing, standing, straight pulling, reaching above shoulder, use of both hands and fingers in the course of a normal workday in connection with attendance at meetings and conferences, or while researching for files. Some items may need to be carried which are typically light objects such as briefcases, notebooks, and processing reports.
Time-in-grade: Applicants who are current Federal employees and have held a GS-07 grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level.

SPECIALIZED EXPERIENCE REQUIREMENT: Applicants may qualify if they meet the specialized experience described below.
GS-09
One year of specialized experience equivalent to the GS-07 having knowledge of all governing supply directives, handbook, policies, procedures, Federal Property Management Regulations, knowledge of computerized supply management, property turn-ins, equipment inventory listings (EIL), establish schedules, supervise preparation of barcode labels and inventory listings and track inventory losses and gains.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
COMBINATION EDUCATION AND EXPERIENCE: Applicants may also combine education and experience to qualify at the GS-9. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09 level. (Transcripts required).

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to having knowledge of all governing supply directives, handbook, policies, procedures, Federal Property Management Regulations, knowledge of computerized supply management, property turn-ins, equipment inventory listings (EIL), establishing schedules, supervising the preparation of barcode labels and inventory listings and track inventory losses and gains.

Applicants may substitute education for the experience required for the GS-11 level.
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION EDUCATION AND EXPERIENCE: Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
