The HR Specialist (Classification) will perform position classification responsibilities for multiple facilities within a VISN Consolidated Classification Unit (CCU). The incumbent will recommend and approve final classification as delegated for an assigned portion of the VISN.
The incumbent will perform virtual or on-site desk audits, conduct on-site training for supervisors, and serve as a consultant; providing written guides, references, and templates.
Additional duties include, but are not limited to:

Physical Requirements: The position is sedentary with some walking. Minimal physical effort is required.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 grade level.

GS-11: You may qualify at the GS-11 level if you fulfill one of the following qualification requirements:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to determine the appropriate title, series, and grade of positions through comparison with Office of Personnel Management (OPM) position classification standards and guides; develop or modify position descriptions; provide advice to management officials on standard classification and position management issues; assists in the interpretation and application of laws, regulations, policies, and practices regarding a variety conventional compensation issues and problems.

A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to doctoral degree in a related field of study such as: human resources, organizational psychology, public administration or other administrative and management fields.

Possession of a LL.M. degree, if related.

A combination of education and experience as listed above.
GS-12- Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization and meet the Specialized Experience: Examples of specialized experience would typically include, but are not limited to: 1) use of knowledge and skill applying a wide range of Human Resource Management concepts, laws, policies, practices, analytical, and diagnostic methods and techniques sufficient to solve a wide range of complex, interrelated HRM problems and issues; 2) Applying analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate human resources (HR) interventions to resolve complex interrelated HR problems and issues and techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients; 3) Applying consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged and emotional situations; 4) Applying written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
