The Army War College is the U.S. Army's most senior institution for professional military education. It educates the top echelon of U.S. military officers of all services, U.S. government civilians, and military officers from up to 80 foreign countries yearly. It develops strategic leaders by providing a variety of rigorous curricula of theoretical and professional subjects. The senior-level curriculum is delivered two ways -- through a ten-month resident program and a two-year distance education program; both lead to a Master's of Strategic Studies accredited by the Middle States Commission on Higher Education. In addition to the Master's degree, the USAWC administers numerous professional development programs focused on strategic thinking and leadership. These programs range from fourteen-week course for junior officers qualifying as Army strategists to shorter courses for general officers, senior colonels, and command sergeants major. The USAWC is located at Carlisle Barracks, Pennsylvania, home to a historic Army post that provides a collegial, vibrant, and secure work environment for its employees. About the Position:
This is a full-time civilian faculty position at the U.S. Army War College (USAWC) as provided under Title 10 USC 4021. Initial appointment will be up to three years, with the first two years probationary. The appointment may be renewed in one- to five-year increments thereafter. Academic rank and salary will be based on the selectee's academic credentials, experience, and professional accomplishments.
The USAWC is seeking candidates for the Basic Strategic Art Program's (BSAP) Professor of Military Planning. BSAP serves as the qualifications course for U.S. Army Functional Area (FA59) officers, Army Strategists. Annually, BSAP instructs three 16-week classes with 16 students each. Ideal candidates possess strong records of performance in Joint and Army planning, requisite academic credentials, and graduate-level instruction experience to teach, assess, and mentor FA59 officers serving at every echelon of command, from Army division to National Security Council staffs. Candidates must satisfy internal USAWC and external service requirements in support of Army, Joint Force, and Department of Defense, and complete scholarship in related fields.

The Basic Strategic Art Programs' Professor of Military Planning serves as one of four faculty members directly responsible for developing curriculum and instruction for 13 Joint and Army planning lessons, daily practical exercises, and two planning exercises (e.g., theater-strategic, combined/joint land component command).
While the position demands heavy teaching and student assessment requirements, USAWC Regulation 690-12, Employment under Title 10, United States Code, Section 4021, 31 July 2017, requires the Professor of Military Planning and Operations to complete scholarship and internal and external service to qualify for reappointment and earn academic promotions.

SELECTIVE PLACEMENT FACTORS/KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Applicants will be rated based on the criteria below by a panel of subject matter experts appointed with the purpose of identifying the best-qualified candidates.
Teaching and Assessment:
1. Demonstrated mastery of the Joint Operation Planning Process in a supervisory position (branch or division chief) with a Unified Command (e.g., J-3/5 or J-5) or Army Service Component Command (e.g., G-5, Chief of Plans/Strategy) with experience in: Joint and Army planning (theater strategy, campaign and contingency plans, crisis action planning), global force management (request for forces, Time-Phased Force Deployment Data (TPFDD) conferences, sourcing), theater posture, and interagency coordination.
2. Experience in policy, strategy, and/or plans on the Headquarters, Department of the Army Staff (ARSTAF) or the Joint Staff (supervisory experience, division or branch chief, preferred).
3. Deployed, operational experience as a J/G-3/5 and/or J/G-5 planner at division or higher echelon.
4. Ability to prepare and effectively instruct on subjects related to the Joint and Army operational planning processes.
5. Experience teaching at the undergraduate, graduate, and/or Senior Service College level. Must demonstrate ability to teach and mentor highly capable, professional students capable of suitable staff work for senior military leaders from every echelon from division to the National Security Council staff.
6. A graduate degree in strategy-related academic discipline (e.g., international relations, history, economics, geography, strategic studies, war studies, etc.) is desirable.
7. Ability to work collegially with diverse (military, civilian, foreign) graduate students, faculty, staff, administrators, and senior military leaders.
Internal and External Service:
1. Ability and motivation to broaden and sustain extensive professional network enabling formal and informal coordination and support to the U.S. Army, Joint and Combatant Command Staffs, and interagency partners.
2. Ability to support subject matter expert panels for future candidate hiring actions and Academic Review Boards.
3. Ability to support other U.S. Army War College schools, centers, and institutions on special projects for strategic leaders in joint, interagency, intergovernmental, and multinational organizations.
4. Reviewing and critiquing Joint and Army concepts and doctrine, and other strategic documents for external commands and organizations.
Scholarship:
Demonstrated ability to collect, analyze, and interpret data from primary and secondary sources and influence a broad audience through publications, presentations, and other forms of scholarship related to strategic theory, policy and strategy, operational art and planning, or doctrine and concepts.
