As a participant in the Pathways Recent Graduates Program, you will receive both formal and on-the-job training to develop the required knowledge and skill to successfully perform the duties of the position.

PROGRAM COMPLETION AND CONVERSION ELIGIBILITY:
This is an Excepted Service appointment. Program participants MAY be converted, without a break in service, to a competitive service appointment upon completion of program requirements. To be eligible for conversion, Recent Graduates must:
Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education directly related to the position being filled (or law school, as specified in qualification standards or individual occupational requirements). Your application will be evaluated and rated under the Category Rating and Selection Procedures. 2. Highly Qualified Category. Meets the minimum qualification requirements and demonstrates full-performance level experience based on responses to occupational questionnaire.
3. Best Qualified Category. Meets the minimum qualification requirements and demonstrates experience as an expert in the field or recognized as a senior specialist, team lead, etc.
Application of Veterans Preference: The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligible's who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
