Incumbent holds a position of high visibility and represents the Medical Center on both facility and Network (VISN) wide efforts to improve medical care. As such, incumbent must have excellent communication and interpersonal skills. Incumbent will have knowledge of and apply marketing techniques in promotion of practice guidelines, and other focus areas such as safe opioid prescribing, mental health safety initiatives, etc. Incumbent will perform local data analysis to measure performance and to trend changes. As such, the position requires computer expertise, particularly in the area of database programs and data analysis. Incumbent will assist with achieving specific goals and a vision for the program and will provide input on future program development. Familiarity with VA rules, VA clinical direction, ethical conduct, various national dashboards (including those located on the National Office of Academic Detailing SharePoint site) and Clinical Practice Guidelines (CPG) implementation processes will be required.
The incumbent will participate in the development of reports providing comparative data on clinicians within the medical center. The incumbent will consult with the Network (VISN) AD Program Manager to help initiate, develop, validate, and execute projects. Incumbent will be expected to exercise initiative and collaborate effectively with other academic detailing clinical pharmacist specialists (AD CPS) within the VISN in order to meet performance goals and support quality patient care activities.
The Academic Detailer Clinical Pharmacy Specialist (CPS) will function at the highest level of clinical practice and work under a scope of practice as approved by the Medical Executive Committee or equivalent. In this role the CPS functions to initiate, modify, discontinue, and monitor medication therapy and acts as a consultant for medication therapy management services.

Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
Licensure:Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Selective Placement Factor: This position has a Selective Placement Factor (Knowledge, skill, ability, or other work characteristic basic to - and essential for - satisfactory performance of the job). Selective factors are a prerequisite to appoint and represent minimum requirements for a position.
In this role the Clinical Pharmacy Specialist functions to initiate, modify, discontinue, and monitor medication therapy and acts as a consultant for medication therapy management services. Therefore, direct patient care experience in pain management and/or mental health is required in order to perform the duties of this position.
The Selective Placement Factor for this position is direct patient care experience in pain management and/or mental health.
Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for-year basis. The pharmacy residency program must be accredited by the American Society of Health-System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to the GS-12 requirements, must have one year of experience equivalent to the next lower grade level.
Assignments. Candidates at this grade level are to be in the assignment listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Clinical Pharmacy Specialist. The clinical pharmacy specialist (CPS) functions at the highest level of clinical practice, works independently under their scope of practice as defined by the individual medical center to directly care for patients. A CPS plays a defined role in budgetary execution and serves as a mid-level provider who functions to initiate, modify or discontinue medication therapy and as a consultant for intensive medication therapy management services. This includes, but is not limited to, the following: designing, implementing, assessing, monitoring and documenting therapeutic plans utilizing the most effective, least toxic and most economical medication treatments; helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas; performing physical assessments; and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy. Pharmacists assigned to this position must demonstrate the following KSAs:
