This position is located in the National Park Service, Pacific West Region, Death Valley National Park, in the Office of the Superintendent. At 3.4 million acres, Death Valley National Park is the largest park in the lower 48 states and is staffed by 8 permanent field LE rangers and varying levels of seasonal staff. Although summer temperatures generally reach over 120 degrees, the rest of the year is very pleasant, with highs in the 60's to 70's. There are multiple campgrounds and resorts in the park, as well as hundreds of miles of remote backcountry roads. The park is located about 1hr from the city of Pahrump, NV, about 2 hours from Las Vegas, NV, and about 2 to 3 hours from the Owens Valley and eastern Sierra Nevada Mountains. Services in the park include resorts with restaurants, fuel, a small general store, a county library branch, and a post office. Schools are located in Shoshone, CA, about 1hr from the park. Bus transportation is provided by Death Valley Unified School District for all grades. The entire park staff has a very strong sense of community, with numerous regular activities and gatherings. This is a Career-Conditional Full-Time appointment.
TRIBAL PREFERENCE: "In employing individuals to perform any construction, maintenance, interpretation, or other service in the park, the Secretary (Selecting Official) shall, in so far as practical, give first preference to qualified members of the Tribe": (Timbisha Shoshone Homeland Act, Nov 2000). To receive current preference eligibility, members of the Timbisha Shoshone Tribe must submit a copy (not the original) of the letter certifying their tribal membership.

Serves as a planning team member on multidisciplinary teams and/or independently responsible for a variety of comprehensive planning projects and studies (e.g. general management plans, foundation statements, special resource studies, wilderness studies and regional plans) and related environmental documents (e.g. environmental impact statements or environmental assessments); participates in all planning phases to include: preparing and finalizing project agreements (that outline the scope, staffing, scheduling, and budget needs of the project); conducting internal and public scoping; and researching and analyzing a wide array of data and information including analysis of land uses, demographics, outdoor recreation trends, socioeconomic factors, and natural, cultural, and recreation features; attends public hearings and meeting involving a variety of park management policies and regulations; drafts press releases and prepares other information for public distribution regarding the planning process; meets with citizen special interest groups and other organizations to explain the planning process and to provide opportunities for public input on alternatives to various plans; and consults with technical advisor, as necessary, to obtain specialized information and expertise needed to complete planning documents. Tracks status of projects within the park from planning through completion phases. Schedules and facilitates internal and external meetings. Advises project leads, senior management team, and superintendent on planned projects.
Duties will be developmental in nature when filled below the full performance level.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: analysis and evaluation of outdoor recreation data and trends, including assessing the interests of diversified groups and means of meeting those needs; evaluation of land or water areas for their potential recreation or related use; preparing plans or programs for visitor use; analyzing barriers to public accessibility and recommending solutions to meet Federal standards; and developing alternative solutions for providing visitor use opportunities while preserving or restoring the quality of the outdoor environment. You must include hours per week worked.

EDUCATION: Successful completion of at least a Master's or equivalent degree or two years of progressively higher level graduate education leading to a master's degree in a field related to the position being filled, or LL.B or J.D., if related. The degree should have a major study in outdoor recreation planning or a related field such as recreation management, sociology, social science, forestry, landscape architecture, environmental protection, biological science, park administration, public administration, earth science, engineering, law/legal fields, project management, natural resource management and conservation, or urban planning. COMBINATION: Successful completion of a combination of education and experience as described above. For example, six months of the specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly related graduate level college study in an accredited institution (50% of the qualifying education).
