Candidates meeting time-in-grade requirements will receive a temporary promotion to the next higher grade. Candidates who are current permanent employees at the GS-12 and GS-13 level who do not meet the time-in-grade for the next higher grade will be detailed until they meet this requirement, and at such time will receive a temporary promotion for the remainder of their assignment to the LMDP. Temporary promotions will NOT become permanent and will not be extended.
