The incumbent’s responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Marine & Family Programs Division and its constituent branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees as part of the incumbent’s essential purpose and focus of effort.
Responsible for the development, management, coordination and execution of a broad range of Marine & Family Programs for all commands and tenant organizations aboard Marine Corps Base, Camp Lejeune and Marine Corps Air Station, New River. The incumbent exercises staff cognizance and oversight on technical aspects of the program over the major program areas of Marine Corps Community Services (MCCS): Family Readiness, Family Care, Personal & Professional Development, Behavioral Health, and to include the Focus Project.
The incumbent serves as an expert advisor and consultant on Marine & Family Programs issues to all echelons of management and to provide continuity and stability to social programs. Coordinates and integrates a number of complex programs of professional, technical, managerial, and administrative work, which directly affects the well-being of appropriated and nonappropriated personnel and mission readiness of multi-mission military installations. Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes, state or federal. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Responsible for developing and managing substantial appropriated and nonappropriated fund budgets for the Division. Reviews monthly financial reports to adjust spending, as needed. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Oversees management of new property resources and may provide advice on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the supervisor. Interprets Executive Orders, policy statements, directives, procedures, and individual instructions issued locally or by higher authority that govern or have a bearing in the Marine & Family Programs areas and determines the extent to which these matters affect current and planned programs and policies. Prepares and/or reviews and edits local directives, implementing policy and procedures directed at Marine Corps Installation level or by higher authority. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance, approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Ensures implementation of an activity safety program in accordance with the Base Safety Program. Advise employees of available safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents/injury to the Human Resources Office. Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return to Work” program initiatives, and following up on employee well-being. Performs other related duties as assigned.
EVALUATIONS:
Five years experience that demonstrates executive management and leadership skills at a level to effectively plan, coordinate, and direct Marine & Family Programs operations. Successful completion of a full 4-year course of study in related field leading to a Bachelor’s degree, from an accredited college or university is required. Skills to manage rapidly expanding programs exercising foresight, flexibility, and imaginative approaches to program development, growth and change. Ability to resolve or negotiate a variety of sensitive problem situations, knowledge and ability to make decisions and recommendations concerning a variety of Marine & Family Programs. Ability to effectively communicate and deal effectively with senior military and civilian officials. A thorough knowledge of business practices, economic principles and ability to analyze trends and make improvements. Knowledge of budgetary principles to include preparation, execution and the ability to analyze trends and initiate appropriate actions. Knowledge of military life and the resulting issues affecting military families and their lifestyles. This is a white-collar position in which occasional lifting up to 20lbs may be required.
