EADSD develops, operates, maintains, and enhances mission systems and databases
in support of the SC Enterprise. These systems are developed in accordance with
requirements established by the DoD Chief Information Officer, Defense
Information Systems Agency, and U.S. Cyber Command. EADSD also provides some
limited IT infrastructure in support of the DSCA mission system development and
support teams. Projects and priorities for EADSD are consistent with DSCA Chief
Information Officer and IT Governance Board guidance.

As an Lead IT Specialist (DATAMGT) you will be responsible for the following duties and knowledges:
. Leads the team in: identifying, distributing and balancing workload and tasks among employees
. Serves as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
. Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.
. Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks.
. Intercedes with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions, such as: assignments, reassignments, promotions, tour of duty changes, peer reviews and performance appraisals.
. Responsible for all design aspects of one or more Defense Security Assistance Management System (DSAMS) data bases including integrating all DSAMS module data bases which may be on a variety of platforms, but will primarily be on Tier II (mid-range) and Tier III (desktop) Systems.
. Performs, supports, and coordinates logical data analysis/modeling with the agency and other members of the SA user community and other agency personnel to produce a logical and physical data base design to meet functional requirements.
. Evaluates proposed projects for applicability of database technology, analyzes their impact on existing data base and system resources, and makes appropriate recommendations.
. Constructs, tests, implements, and maintains the physical data base structure; support the application developer in the planning, preparation, loading, backup and recovery of application data; provide access procedures and security provisions to guard against unauthorized access, update, and destruction of data bases; develop, implement and maintain data base backup and recovery procedures for the processing environments and ensure data integrity, security, and recoverability are built into DBMS applications.
. Responsible for the establishment, administration, and maintenance of data base suites required to support software development tools used by agency analysts and developers.
. Team leadership experience in both RDBMS system administration DBA and application DBA (Oracle or SQL Server).
. Deep SME technical knowledge of Oracle RDBMS Administration and the Advanced Security Option (ASO) v. 11g, 12c and upgrade experience preferred.
. Strong application database SQL experience, including stored database procedures and mentoring other DBAs
. SQL Server DMBS administration experience.
. Other Oracle feature experience in replication technologies (Passive/Active DataGuard, Golden Gate, etc.), Oracle Fusion Middleware, Weblogic, WebCenter Portal, RAC, are a strong plus.
. Other DBMS experience including open source (MySQL) and Legacy (DB2/IDMS) is a plus.
